connection and sewage transportation between Chula Vista, San
Diego and Montgomery Sanitation District

In December 1983, City Council approved an agreement with San Diego,
Montgomery Sanitation District, Otay Water District and Otay International
Center authorizing construction and operation of the Otay Mesa Sewer and
temporary use by San Diego of the Date-Faivre Trunk Sewer. That agreement
stipulates the maximum extent of temporary use of the Date-Faivre sewer and
the area of service for which such temporary use was intended.
Developers of a property (Palm Pacifica) not within the stipulated area of
service have requested permission to utilize a portion of the capacity
provided under the Otay International Center agreement (see Exhibit "A") .
Both San Diego and the Montgomery Sanitation District staffs have recommended
approval of the requested service. Formal agency approvals are expected in
the next few weeks. This agreement does not increase the capacity in the
Date-Faivre sewer designated for temporary use by properties within San
Diego. Upon completion of the Otay Mesa Sewer this and other properties
within San Diego will be disconnected from the Date-Faivre sewer and connected
to the stay Mesa Sewer.
REC0Mr1ENDATION: That Council adopt the resolution approving the agreement,
authorizing the Mayor to execute the agreement, and certifying that Council
has reviewed and considered the Palm Pacifica Mitigated Negative Declaration
(San Diego EQD No. 83-0544) and San Diego Subdivision Board Resolution No.
3721 . (See Exhibits B and C. )
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Palm Pacifica is a proposed residential development at the northeast corner of
Beyer Blvd. and Palm Avenue in the City of San Diego. The most practical
means of sewering the property is via temporary service to the Date-Faivre
Trunk Sewer and ultimately via the Otay Mesa Sewer to be constructed parallel
to the Date-Faivre trunk.

The proposed agreement would permit the Palm Pacifica development to make
temporary connection to the Date-Faivre trunk until such time as the Otay Mesa
sewer is completed by the City of San Diego. This agreement does not alter
the conditions or total flow authorized to the City of San Diego under the
Otay Mesa sewer construction and operation agreement approved by Council in
December 1983. In substance, this flow will be included in the aggregate flow
from the Mesa insofar as its impact on the capacity of the Date-Faivre Trunk
is concerned.
The Montgomery Sanitation District is scheduled to consider this agreement on
May 15, 1984. City of San Diego consideration has not as yet been scheduled.
Staffs of both agencies are recommending approval .
FISCAL IMPACT: No direct fiscal impact on City.
