Now we. are in a position to continue this trend by entering into automatic aid agreements with San Diego and National City. - RECOMMENDATION: Approve resolution. 30ARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: 'South Bay Fire Chiefs have recognized the value of establishing fire dispatch procedures that require an automatic response by the nearest fire company even though that response is into another jurisdiction. Automatic aid agreements already exist between Chula Vista and Montgomery, Chula Vista and Bonita/Sunnyside, National City and San Diego, Imperial Beach and San Diego, and National City and Bonita/Sunnyside. It is staff's recommendation that we continue this trend by:entering into automatic aid agreements with San Diego and National City. These agreements will result in the following advantages: • 1. Improve response times- in some Chula Vista locations. Currently our response time in the Brandywine/Main Street area is 6 to 8 minutes. The San Diego Fire Department company on Palm Avenue west of I-805 can respond to this area in 2 to 4 minutes. 2. Enhance cooperation and effectiveness between fire departments. Automatic aid agreements require fire departments to train together and work together on the . . firegrounds. These experiences result.in a much more efficient operation when a number of departments are fighting a large fire. The result can be a decrease in injuries and a decrease in property loss. 3. A decrease in overtime expenditures will result. Currently Chula Vista is required to send 2 fire companies when Strike Teams-leave the South Bay to respond to mutual aid requests both in and outside of San Diego County. Entering into an automatic aid agreement with San Diego means that they will respond one of their 3 southern- based fire companies to these mutual aid requests thereby reducing our response from 2 fire companies to 1. There will be other occasions when we can eliminate overtime by having either National City or San Diego move one of their fire companies into a Chula Vista station that has been vacated-by a Chula Vista fire company. This will result in an improved response time in that demand zone if a second call for fire service is.received while the initial call is still in progress. • Form A-113 (Rev. 11/79) Page 2, Item ,13 Meeting Date 4/24/84 These automatic aid agreements result in a higher level of fire service with no increase in cost. As the South Bay area continues to grow, these these types of agreements will give us the opportunity to provide improved fire service in a very cost effective manner. The parties to,the agreements shall provide each responding apparatus with a crew con- sisting of a minimum of 3 trained firefighters including a full-time commanding officer or acting officer, and a full complement of equipment according to the National Fire Protection Association standards. The assurance of automatic aid to the parties shall constitute the sole consideration for the performance of this agreement. It is understood and agreed that no Honey pay- ments shall be made between the departments, that no charges shall be assessed by any department against any other department, except as expressly provided in this agreement. Nothing in these agreements shall limit either party from participating in separate agreements with other fire jurisdictions and -shall have no effect upon the exisitng San Diego County Mutual Aid Agreement.
