Authorizing submission by SCOOT of the FY 1984-85 Transportation Development Act (TDA) Article 4.0 Claim SUBMITTED BY: City Engineer , 4 (4/5ths Vote: Yes No x ) REVIEWED BY: City Manager The FY 1984-85 SCOOT claim for Article 4.0 funds to support Chula Vista Transit (CVT) operations was submitted to MTDB and SANDAG on March 30, 1984. State law requires that TDA claims be submitted to MTDB and SANDAG by April 1 prior to the fiscal year for which TDA funds are claimed. The total SCOOT claim is $1 ,170,963, consisting of $1 ,077,602 claimed against the City of Chula Vista's apportionment of $1 ,197,602, and $93,361 claimed against the County of San Diego's apportionment. RECOMMENDATION: That Council authorize SCOOT Board to submit the FY 1984-85 Article 4.0 TDA claim. BOARDS/COMMISSIONS RECOMMENDATION: SCOOT Board will consider this claim submission at its meeting on April 11 , 1984. DISCUSSION: The FY 1984-85 SCOOT claim consists of the following components: City of County of Chula Vista San Diego Total Operations $ 891 ,019 $93,361 $ 984,380 Capital 106,418 0 106,418 Capital Reserve 80,165 0 80,165 TOTAL $1 ,077,602 $93,361 $1 ,170,963 The $93,361 from the County of San Diego's TDA account is for CVT service provided by Routes 702, 704, and 705 in the unincorporated areas through which these routes operate. The $106,418 claimed for capital will be added to other funding sources to finance the 11 new SCOOT buses anticipated to be delilvered next fiscal year. The $80,165 capital reserve will reserve this amount for future capital projects, including additional buses, and a maintenance facility. The balance of the claim, $891 ,019, is for CVT operating costs claims against the City of Chula Vista's apportionment. Page 2, Item 11 Meeting Date 4/3/84 Subtracting the $1 ,077,602 claimed against the City of Chula Vista's FY 1984-85 apportionment of $1 ,197,602 will leave a balance of $120,000 to pay for San Diego Transit (SOT) services for Routes 29 and 32. Preliminary estimates from SDT indicate that this amount should be sufficient to cover the cost of SDT service. The FY 1984-85 claim takes into account a base fare increase on CVT from $0.70 to $0,75, beginning July 1 , 1984. The claim also includes a total CVT operation of 522,600 revenue miles, an increase of 7,200 miles from the current fiscal year. These additional miles, which are included as a SCOOT Supplemental Budget request, are to provide two additional evening trips on Route 705 to meet demand for service on this route at this time. Estimated net annual cost for this increased service is $12,200. Following is a breakdown of estimated costs and income sources for FY 1984-85 SCOOT operations: Estimated Costs $1 ,132,056 Contract cost with Aztec Bus Lines @ $2.1662 per mile x 522,600 miles 182,324 Other supplies and services $1 ,314,380 Total estimated operating cost (including Supplemental Budget requests) Estimated Income Sources $ 305,000 Fare Revenue 984,380 TDA 25,000 Advertising Revenue/Investment Earnings $1 ,314,380 Total Income The claim is based on estimated costs and revenues in FY 1984-85, and is subject to modification due to: - Change in the proposed FY 1984-85 SCOOT budget. - A change in the estimated FY 1984-85 apportionment. - A difference between actual and estimated SCOOT operating costs, and revenues, in FY 1984-85.
