ITEM TITLE: Resolution // 73 stablishing contractual agreement with the State of
California, Department of Youth Authority, for the services of
Sergeant Billy Cox, Sr.

The California Department of Youth Authority recently completed testing for the position
of Law Enforcement Consultant. Sergeant Billy Cox, Sr. has been selected to fill this
position.
RECOMMENDATION: That Council adopt Resolution

DISCUSSION:
The California Department of Youth Authority has been selecting law enforcement officers
for these Law Enforcement Consultant positions for a number of years. The purpose of
this program is to improve relationship between the Youth Authority and local law
enforcements in order to develop a more effective Juvenile Justice System and reduce
juvenile delinquency.
Sgt. Cox has been assigned to our Juvenile Bureau since 1973. He has served on several
statewide Juvenile Officer Associations and was honored earlier this month when he
received the "Dan Pursuit Award. " This award is presented annually to the outstanding
juvenile officer in the state of California. The award is named after Dan Pursuit, an
author, lecturer and educator and expert in the field of delinquency control .
The specific duties that Sgt. Cox will be performing are as follows:
1 . Serves as departmental representative and liaison with law enforcement agencies in
matters affecting law enforcement and the Youth Authority. Activities include
ongoing contact and coordination with statewide law enforcement associations on
matters of mutual concern. Associations include California Peace Officers
Associations, California State Juvenile Officers Association, and California
State Sheriffs Association.
2. Addresses associations to express, promote and foster Youth Authority's
philosophies and goals.
3. Participates on statewide task forces, committees and work groups relative to the
field of law enforcement.
4. Coordinates regional activities of the Prevention and Community Corrections Branch,
Field Services Division, relating to ongoing liaison contacts with local law
enforcement agencies.
5. Develops and maintains a plan for statewide implementation of activities between
regional offices and local law enforcement that facilitates cooperative efforts.

6. Develops and conducts law enforcement training courses.
7. Advises the Regional Administrator, Division of Field Services, on areas of concern
expressed by law enforcement agencies regarding their working relationship with the
Department of the Youth Authority.
8. Prepares articles, conducts studies, reports and correspondence relative to the field
of law enforcement and performs other duties as required.
This is an excellent program and we are fortunate to have this opportunity to participate.
Sgt. Cox will be in a position to not only share his knowledge with other agencies in the
state but he will also be able to gain knowledge that will be beneficial to this department.
This contract will commence on May 1 , 1984 through April 30, 1985 with a renewable option
for a second year. The State has agreed to pay the full salary and fringe benefits of
Sgt. Cox. These payments to be made on a quarterly basis to the City.
