The developers of Hidden Visa Village (Terra Nova) have requested that the
City establish a reimbursement district to repay them for offsite and
oversized sewer mains they constructed with development of their subdivision.
On March 13, 1984, Council set April 3 as the date to hold a public hearing to
consider comments relative to the establishment of the Hidden Vista Village
Reimbursement District - Rice Canyon Trunk.
RECOMMENDATION: That Council :
1 . Conduct the public hearing.
2. Establish the sewer reimbursement district in accordance with the attached
report and the methodology contained in said report.
'BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Financial Scene, developers of Hidden Vista Village subdivision, have
requested that a reimbursement district be formed to provide a means of
repayment to them for sewer facilities constructed in Rice Canyon.
The attached report gives reimbursable cost data and a breakdown of those
properties that will be assessed. Said report has been reviewed by McMillan
Development, project managers for Financial Scene, and the Gersten Comapnies,
owners of the majority of the land affected by the proposed district. Changes
have been made to the report submitted for the March 13, 1984 Council meeting
based on input from McMillan Development Inc. , and the Gersten Companies. The
report as revised has been available for review by other affected property
owners and is included for Council review.
All property owners have been informed in accordance with Section 15.50.080 of
the Municipal Code.

The City is also a participant in the proposed district due to our
construction of a portion of the offsite trunk sewer. Approval of this
reimbursement district will provide $19,628.00 to the City immediately. This
money is presently in a fund set up for Rice Canyon sewer construction. In
addition, the City will receive other monies as development occurs in the
portion of land to the east of Hidden Vista Village until the total
reimbursable amount is paid. That amount is $13,873.93 plus interest.

FISCAL IMPACT: $19,628.00 income to the City this fiscal year and future
income of $13,873.93 plus interest at an undeterminable time.
