ITEM TITLE: Resolution ,5 Accepting the work on the construction of
the Town Centre arking Structure

On December 21 , 1982, the Redevelopment Agency awarded a contract to C. E.
Wylie Construction Company in the amount of $2,468,000 to construct the Town
Centre Parking Structure. Work began in April 1983. As a result of the bond
issue to underwrite the construction, the City Council took over the
responsibility to oversee the parking structure construction. Now, the
structure has been completed according to plans and specifications.
RECOMMENDATION: That the Council approve the resolution accepting the Town
Centre Parking Structure.

DISCUSSION:
The contract with C. E. Wylie Construction Company specified that the work
shall be completed 150 days after the notice to proceed is issued. The end
date of the contract, then, was to have been November 30, 1983. However,
extensions of time were granted to the contractor because of bad weather,
strikes and extra days for work accomplished outside of contract; i .e. change
orders. These actions brought the date of completion to February 22, 1984.
A final inspection took place on that day and the structure was declared
structurally complete according to the approved plans and specifications.
Work remaining to be done is outside of the original contract; namely,
installation of the glass curtain wall at the elevator shaft; installation of
permanent signs in and around the structure and installation of the electronic
controls for structure lighting. With the exception of the signs, this
remaining work is to be accomplished within the 35 day retention payment
period commencing on the day after Council acceptance.
The signage will be competitively bid upon the receipt of bid drawings and
specifications. Presently, there are temporary signs indicating the vehicle
height clearances at the main entrances to the structure. It is anticipated
that the permanent signs should be installed in late May. There is also
traffic striping in the entrance drives and painted curbs to indicate no
parking or limited parking.

The structure is to be operated and maintained by Centre City Associates
Limited-Commercial (CCAL-C) . As of March 1 , City staff has informed
Mr. Zogob, the general partner for CCAL-C, that the structure has been
inspected and is complete and ready for his operation.
FISCAL IMPACT: A contingency amount of $125,000 or 5% of the contract
amount was set aside for the express purpose of funding change orders. A
balance of $7,012 remains unexpended in the account.
