The Parkway Pool was built in 1954 and Loma Verde Pool in 1970. During the
winter months, on alternating years when the swimming season terminates, the
pool maintenance staff schedule major overhaul work. Repairs, additions, or
adaptions are made as required to the heating, circulation, and filtration
systems. Scheduled yearly maintenance on the original pools' circulation,
filtration, and heating systems has enabled the City to extend their
mechanical operating life.
Both heating systems within the past two months have been found to be
incapable of handling their respective heating requirements. If the City
desires to continue to operate these aquatic facilities, replacement of the
heaters is necessary.
RECOMMENDATION: That Council authorize replacement of the boiler heating
systems at the Park Way and Loma Verde Pool and:
1. appropriation of $45,000 from the unappropriated balance of Park
Acquisition and Development Funds.
2. direct staff to obtain bids.

DISCUSSION:
Both Parkway and Loma Verde Pools operate by heat exchangers with closed water
circulation which heats the pool water by convection. Parkway's problem is
tubes in the heat exchanger have become corroded and leak allowing boiler
compound to be mixed with the pool water creating an unsanitary water
condition. Loma Verde' s problem is oxidation which has created corrosion and
scale inside the tubes which has also led to water leaks. This action has
rusted the support brackets in the boiler making it a very unsafe boiler
operation condition and almost impossible to reattach new heat tubes to the
existing frame support structure.

The individual heating systems at these pools are the original mechanical
equipment. These boiler replacements were scheduled for FY 1984-85 Parkway
and FY 1985-86 Loma Verde. When Parkway Pool was drained and the maintenance
staff began the inspection of the heating system, it was done with the
intention of making normal minor repairs. It was discovered that too much
damage had occurred inside the boiler and repair would not be economical . At
Loma Verde, the boiler operation condition was becoming very unsafe. Attempts
to correct the problem were not being met with success, and repair attempts
were becoming expensive.
Both systems are in need of extensive repair and even with the repair it
cannot be guaranteed they would operate efficiently or safely. The pool
maintenance staff has estimated repair of the 30-year old Parkway boiler
system to be $20,000. The Loma Verde system has required over $10,000 in new
heating tubes over the past six years, and 14 new tubes have been installed
since January 1984. This system continues to malfunction and is not
repairable.
The City's insurance carrier upon request of the City's Risk Analyst has
inspected these boilers. It has been deemed unsafe to operate them in their
current condition.
To save utility costs and improve the mechanical system, the maintenance staff
recommends replacement of both indirect heat exchangers with direct heaters.
Purchasing this system for Parkway would be approximately the same as
repairing the old system. The Loma Verde system must be replaced and should
be with a similar direct heating system. Both new units will be more
efficient to operate and combined with the solar system could reduce our
utility consumption further.
Even with the addition of a solar heating system and solar blanket at both
sites, the heating systems are necessary to maintain the pool water at an
acceptable swimming temperature through most of the year.
Estimated cost to remove the old boilers, purchase, and install the new system
in each facility is: Parkway - $20,000, Loma Verde - $25,000. Loma Verde
Pool is a larger pool which requires a larger heating system.
If these heating systems are not replaced, a few options are available to
continue operation of these facilities:
1 . Close the pool when the solar system is unable to maintain the water
temperature at an acceptable swimming level .
2. Allow swimming in cold water.
Neither of these options would be acceptable to the swim clubs, open swim
participants, elementary learn-to-swim school program, lap swimmers, or
special Red Cross classes that are held from September through May.
FISCAL IMPACT: $45,000 needs to be appropriated from the unappropriated
balances of Park Acquisition and Development Funds - District No. 13.

I HEREBY CERTIFY that the indebtedness and obligation
to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
