In February of 1982, by Council Resolution No. 10770, the City issued a
right-of-way letter to Diego Gas and Electric Company to install its
underground electric facilities to the City's park property on Oleander
Avenue. The service is to the new Boys/Girls Club facility. Subsequent to
the installation, the City was to define an easement in which the electric
facilities were to be located. This has been done and the easement may now be
granted to SDG&E.
RECOMMENDATION: That the Council approve the subject resolution and
authorize the Mayor to sign the grant of easement on behalf of the City.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
In January of 1982, San Diego Gas and Electric Co. requested the City to grant
an easement to install a primary electric service to the then proposed
Boys/Girls Club on the City s Greg Rogers Park property. The easement was
defined loosely by stating it would be 3 feet on all sides of the facilities
to be installed. In lieu of the easement, this department prepared a
right-of-entry letter to allow SDG&E to install its facilities. The letter
stated that upon completion of the work, the City would prepare a metes and
bounds description for a defined easement to be granted by the City. The
Council authorized the issuance of the letter of entry by Resolution 10770
adopted on February 9, 1982.
Due to the nature of the Boys/Girls Club project (depending on donations to
the building fund) , the work progressed very slowly. In August of 1983, this
department was notified that the underground facilities were being installed.
The City's survey crew was sent to the site to locate the facilities.
Subsequently, a metes and bounds description was written by this department
and sent to SDG&E for its approval . SDG&E has approved the description and
has included it in the grant of easement form. The form is now ready for
execution by the City.
