At the City Council meeting of February 21 , funds were appropriated in the
amount of $52,000 to move the Greg Rogers house to Friendship Park on the
Library grounds. In order to accommodate this move in a permanent location, a
site plan has been developed. Because of the short timeframe between the
decision to locate the house and a contract to move the house, a complete
study and architectural review has not been accomplished.
RECOMMENDATION: Accept report which provides for the solicitation of
proposals for architectural services and approve resolution waiving bids and
authorizing a contract with the John Hansen Company.
BOARDS/COMMISSIONS RECOMMENDATION: The Library Board of Trustees at their
regular meeting of February 22, 1984 passed a resolution in opposition to the
placement of the Greg Rogers house on the Library grounds. They further
suggested that it would be more suitable to place the house in Eucalyptus Park.
DISCUSSION:
The City Council directed that the Greg Rogers house be placed near the
Library along Garrett Avenue. Friendship Park in this location is developed
with walks and many trees. The ideal situation would be to have a complete
landscape and architectural review to consider the placement of the house in
relationship to the trees, the street, and the Library. In addition, because
of the heavy demand of the Library parking lot, it may be necessary to provide
some off-street parking for the house (museum) itself or schedule hours of the
museum and library to enable joint use of existing parking. Because of the
short timeframe in which staff has been working, this comprehensive review has
not been accomplished. The attached site plan is accordingly rough, is not
proposed for approval , and is presented for discussion purposes only.
An investigation into the Civic Center Master Plan and the documents relating
to the transfer of the "F" Street school site to the City of Chula Vista
indicate that the site is under the aegis of the Civic Center design zone
which requires Planning Department review for compatibility with the Civic
Center. The original Civic Center Master Plan, furthermore, states that a
museum and/or exhibit center would be appropriate for this area. It should be
indicated, however, that during subsequent City Council deliberations as to
the development of the Library and adjacent grounds, the land to the north of
the Library building was designed as a campus-type park in order to

accommodate the increased density of the downtown development, the Civic
Center, and the activities associated with the Library. The Civic Center
Master Plan was prepared and approved in 1968; the Library design including
what is now Friendship Park was approved in 1974. The City's official
position regarding the subject site is unclear since the adopted Master Plan
has been changed incrementally over the years as individual components of this
plan have been implemented. Also, in the Council minutes of 8-21-74,
reference was made to the area north of the structure as Library grounds. In
addition, in January 1983 the City Council named the area Friendship Park.
Prior to the final placement of the structure on a permanent foundation, it
will be necessary to conduct an environmental review. In addition, a
conditional use permit will have to be processed. The placement of the
structure on a temporary basis does not require the aforementioned actions.
HUD clearance for the use of the funds is expected within a week.
A considerable amount of discussion at the last Council meeting centered on
the cost to renovate the house on a permanent site. These costs will be more
fully developed through a site plan. However, in researching the cost for
renovation of similar type buildings, a $30-per-square foot cost for
renovation is valid. As we heard from the SOHO representative, this
organization is spending upwards of $100-per-square-foot to renovate an older
house in downtown San Diego. The cost as suggested at last week's meeting
should hold as a minimum of $120,000 for the refurbishment and placement of
the house, aside from moving cost. Now that the Council has decided that the
restored home would be a museum, refurbishment cost may be more readily
obtainable. It would be appropriate to consider the hiring of an architect to
assist the City in the preparation of not only a site plan but of interior
work that must be done. With such a plan, volunteer groups such as Del Rey
High School or the Historical Society may be able to follow a set pattern.
Without such a plan, it may be impossible to provide for restoration that is
in keeping with the historical nature of the house. With Council concurrence,
a Request for Proposal for architectural services will be prepared since there
is no one within City staff that is able to undertake this work. Tasks to be
performed include: refined site plan including pedestrian connections to the
Library and adjacent grounds; exterior and interior renovation work,
foundation plan, utility connections, and parking requirements.
A waiving of the bid for the move of the house is called for inasmuch as it is
slated for almost immediate demolition. The owner, Mr. Zogob, is committed to
his investors to start construction on a motel within the next several weeks.
Because of this tight timeframe, it would be impossible to advertise for
bids. John Hansen Company is this area's most experienced house moving firm.
Their prices are reliable and competitive. This firm has performed work for
the City in the past and they can move the house within the required timeframe.
If there is any interest at all in placing the house at an interim location
while a site plan is being prepared for Friendship Park, and avoid the
appearance of the house temporarily stored on its cribbings, the Boys Club at
Fifth and "I" can accommodate the structure on a temporary basis. Cost for a

temporary move from that location to Friendship Park would increase the moving
cost by $4,800. If the temporary move is approved, the site plan can be fully
prepared and detailed prior to the placement of the structure on a permanent
site. Otherwise, the house will be moved to Friendship Park and placed on
cribbings while the foundation and utility plans are being prepared. The cost
for this move would be the same as that for Friendship Park and, therefore,
the $25,000 as requested is appropriate. Because of the openness of the
Library site, security fencing will have to be placed around the perimeter of
the structure until it is permanently in place and secured. This cost is
estimated at $1 ,500. Similar work and cost are associated with the temporary
Boys Club location.
An estimated cost upwards of $30,000 was provided if utility lines had to be
temporarily removed. If the house, which is 33' tall , is moved to either the
Boys Club or Friendship Park, it appears that only one Pacific Bell line will
have to be disturbed. That is if a route from "E" Street to Broadway to "H"
Street is followed, the only overhead line is at "G" Street and the power
lines appear to clear the required height. Thus, less than $2,500 may be
required rather than the estimated $30,000. Eucalyptus Park, on the other
hand, would most certainly require the total amount. Certain traffic signs
may also be required to be temporarily removed, particularly at Fourth and "H"
Street.
FISCAL IMPACT: $52,000 was appropriated from the Block Grant Funds for the
moving of the Greg Rogers home. The $25,000 asked for in this resolution will
provide funds as follows:
