ince mid 1982 the Police Department has been soliciting funds in order to
urchase a Duelatron Firearms Training System. This system would be a
upplement to our in-door police range .
ECOMMENDATION: That Council adopt a Resolution Appropriating $6 ,000
from the unappropriated General Fund reserve .

ISCUSSION:
he range facility in the Police Department is equipped as a standard
istol range with electronically controlled targets that respond to controls
ither from the shooting booth or the master control panel. This type of
ange enables us to teach accuracy and speed in the use of firearms .
owever , this range has serious limitations in that we are unable to
imulate the actual types of field situation that face our officers . Officers
ust be trained to make firing decisions in very stressful situations .
he Duelatron System will provide us with the ability to set up decision-
aking courses of fire in a variety of locations . The System provides
he capabilities of five (5) targets that will be controlled by a hand-held
adio transmitter . The Firearms Training Officer_ will be able to
xpose one to five targets at any given moment. A potential of ten
argets can be exposed with the double-faced (good guy or bad guy) targets .
he System is completely portable and can be used indoors or outdoors .
hen used at a range actual ammunition is used. Where we are unable to
se live ammunition, subloads using wax or plastic bullets can be used
ith complete safety and little noise . This results in a very realistic
shoot-no shoot" decision-making process which simulates the type of
tress our officers face in actual situations .
he cost of this System is $13 ,500 . Up to this point we have received
onations from various businesses that total $5 ,000 . We also have
romises of another $2 , 500 but we do not want to accept this money until
e can be sure that the system will be purchased.
n September, 1982 our officers became involved in an investigation in
hich we seized $6 ,000 in cash from two Mexican nationals . This incident
urned out to be a Federal charge involving the illegal purchase of
eapons . The $6 ,000 we confiscated was never claimed and in fact the
ndividuals involved claimed to the very end that they did not know to
hom the money belonged. As a result, this money was turned in to our
inance Office to be placed in the General Fund.

ISCAL IMPACT: Transfer of $6 , 000 from the unappropriated General Fund
to Account 400-4011 .

I HEREBY CERTIFY that the indebtedness and obligation
to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
