due to the transfer of Metro Sewer capacity to Otay Water
District

Acting on the recommendation in an engineering staff report, City Council in
1979 authorized the City Engineer to negotiate the sale of up to 5 million
gallons per day (MGD) in Metro Sewer System capacity rights. Otay Water
District desires to purchase 1 .2 MGD of such rights. An Initial Study and
proposed Negative Declaration have been processed relative to the subject
action.
RECOMMENDATION: Find that the transfer/sale of capacity rights will have no
significant environmental impact and adopt Negative Declaration IS-84-12.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
For details concerning subject transfer/sale see the attached Initial Study
and Negative Declaration. Otay Water District has requested that this matter
be expedited by both Chula Vista and San Diego so as to enable the building
moratorium imposed by the Regional Water Quality Control Board to be lifted.
