for the Parkway Gym and Pool Renovation

On November 22, 1983, the City Council awarded a contract to O'Neill & Perry Construction
Company in the amount of $295,804 to renovate the Parkway gym and swimming pool . Now
that the demolition work is completed there are several changes that are determined
necessary to provide a sound and well-functioning structure.
RECOMMENDATION: That the Council approve the attached resolution approving Change Orders
1 , 2, 3, 4, 6 and 7 in the amount of $29,825.

DISCUSSION:
Change Order 1 - Concrete Pool Deck - The architectural plans call for a new non-skid
surface coating over the concrete pool deck. An inspection of the deck revealed many
areas that are broken causing wide cracks, differential elevations of as much as 1 inch
between concrete sections. The new topping, if laid without replacing the badly cracked
concrete, would only crack and separate in those areas and the differential in the height
of the concrete sections is a hazard to the users of the pool . To prepare the concrete
for the new surface, 41 concrete panels will have to be replaced. ($8,974)
Change Order 2 - Men' s Locker Room and Shower Room - The existing framework is of metal
studs that have rusted out due to excess moisture. It is necessary to provide new framing,
lath and plaster, waterproofing of the shower floor and walls, and installation of new
ceramic tile. ($1 ,747.00)
Change Order 3 - Shower for the Handicapped - The location of showers for the handicapped
are at the end of the existing locker room. When the walls were removed between the
existing locker room and the area where the new showers are to be installed, it was
noted that the floor area was 6 inches higher than the existing locker room floor. In
order to provide the required access for wheelchairs, the floor had to be removed. The
surrounding steel studs were also rusted due to excessive moisture and must be replaced.
Sheet waterproofing of the floor and the walls to protect the new studs from excessive
moisture is necessary. ($6,613.00)
Change Order 4 - Handrails around spectator area overlooking the pool - New woven wire
fencing is to be installed on the existing railings after the railings have been painted.
To protect the woven wire fencing from deteriorating due to excessive moisture, we have
requested the contractor use vinyl coated woven wire fencing. ($550.00) .

Change Order 6 - Gutters and Downspouts - The plans did not call out for replacement
of the roof gutters and downspouts on the gym roof and on the spectator deck. The
existing gutters and downspouts arerusted through allowing water to run down the
sides of the building creating rust stains. As the gutters downspouts continue
to deteriorate, the possibility of them falling would be present. To install gutters
and downspouts on the high gym roof and the spectator deck, requires the roof covering
to be cut back a minimum of 12" as the metal straps that support the gutter have to be
replaced along with a new gravel stop at the roof edge. The 12" strip must then be
reroofed with a built up roof covering. ($8,172.00)
Change Order 7 - Reroof - During the recent rains it was noted that the roof over-
hang at the main entry to the gym and over the spectator and storage area adjacent
to the Parkway Community Center leaked very badly. This area was not noted on the
plans for reroofing but certainly should be. ($3,769.00)
FISCAL IMPACT: The contingency amount of $29,580.00 and the $3,075.00 credit is
available to cover the costs of the Change Orders.
