Resolution //S°3 Approving agreement with Hallelujah Corporation and t ansferring funds therefor SUBMITTED BY: Community Development Directo fhs Vote: Yes No X ) REVIEWED BY: City Manager U y On January 24, 1984, the City Council approved the use of surplus Block Grant monies to fund South Bay Meals-on-Wheels, Kinesis South, and Hallelujah Corporation. Agreements must be approved and funds transferred before these organizations can begin their programs and purchase needed equipment. RECOMMENDATION: That the Council approve the three resolutions approving agreements and transferring funds for the three organizations. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: These three organizations are non-profit and community-oriented, whose services are directed at low and moderate income persons. South Bay Meals-on-Wheels prepares meals for persons who are unable, either because of chronic or temporary illness, disability, or age, to prepare such meals for themselves. The additional appropriation for this program will be used to purchase capital equipment to start a new meal delivery route in Chula Vista. Kinesis South, run by Mental Health Systems, Inc. , operates an adult psychiatric day treatment and vocational rehabilitation program and will purchase capital equipment and print an 'advertising brochure for its "Thanks-a-Bunch" floral delivery service. Hallelujah Corporation, which organizes job training and placement services for developmentally disabled persons, will operate a housekeeping and food service training program at Days Inn in Chula Vista. Copies of the three agreements are attached. The agreement with South Bay Meals-on-Wheels specifies that the City will pay for the equipment upon receipt of a letter of request for funds. Proof of purchase will also be required. Kinesis South must submit receipts for its purchases before funds will be released. Hallelujah Corporation is required to submit financial quarterly reports and client information and will be paid quarterly. FISCAL IMPACT: The total cost of the three programs, $24,500, solely involves Block Grant funds. No General Funds will be involved.
