A, SUBMITTED BY: Director of Building & Housi t %�� 5ths Vote: Yes No X ) REVIEWED BY: City Manager, On December 21 , 1982, the Redevelopment Agency awarded a contract to C. E. Wylie Construction Company in the amount of $2,468,000 to construct the Town Centre Parking Structure. Work began in April 1983. As a result of the bond issue to underwrite the construction, the City Council took over the responsibility to oversee the parking structure construction and subsequent use. The structure is estimated at 96% complete. RECOMMENDATION: That the Council adopt the attached resolution approving Change Order 41 in the amount of $6,196. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In a typical construction using brick as a facing to concrete block, it is up to the owner to decide if the brick should have a constant new appearance or a used brick look. A constant new appearance is accomplished by sealing the brick with a waterproof sealant immediately after a light sandblasting to clean off mortar remnants, discolorations and other consequences of installation. On the other hand, if the brick were left untreated after the light sandblast cleaning, the brick surface would eventually show lime deposits from the mortar that leak through the porous brick material . This "whitening" or efflorescence gives brick that used look that is sometimes highly valued for its appearance, especially on older buildings. Staff's opinion is that the structure has a crisp, contemporary look to it. The brick facing was applied in such a manner as to enhance that crisp look. Therefore, staff recommends that the brick would show best if the color were kept uniform and not appear to age. That is, the whitening effect on the brick would tend to blend in with the light gray color of the concrete portion of the structure; thus losing line and form of the brick accent especially when viewed at a distance. By applying the sealant, the color will be left on the brick for approximately 10 years before another coat of sealant must be applied. Page 2, Item 1 Meeting Date 2/2/84 FISCAL IMPACT: The contractor estimates it will cost $6,196 for labor and materials. A contingency amount of $125,000 was set aside from the parking structure bond proceeds for the express purpose of funding change orders. There remains $33,989 in construction contingencies.
