ITEM TITLE: Resolution 1i577 Appropriating funds for the preparation
of environmental documents for the Otay Valley Road
Redevelopment Project

In December of last year the Council directed staff to proceed with various
General Plan amendments and prezoning within the Otay Valley Road
Redevelopment Area. The area to the south of Otay Valley Road involves
environmental resources which could be impacted by development. Therefore an
EIR is necessary prior to consideration of any General Plan amendment or
prezoning.
RECOMMENDATION: Adopt the resolution appropriating the necessary funds.

DISCUSSION:
A. Background
The City Council has directed staff to proceed with a General Plan
amendment on the property north of Otay Valley Road from General
Industrial to Research and Limited Industrial and rezoning of the north
side to I-L-P. South of Otay Valley Road the general plan designations
would be changed from Agriculture and Reserve and Parks and Public Open
Space to Research and Limited Industrial (north of the floodway
boundary) . This area would be prezoned I-L-P and the floodway area
prezoned F-1.
B. Environmental Review
An Initial Study of the area north of Otay Valley Road has been conducted
by the Environmental Review Coordinator and a Negative Declaration is
being prepared. The property to the south of Otay Valley Road contains
several sensitive environmental resources such as raparian habitat,
archaelogical sites, a flood plain, questions regarding some urban
services, etc. Therefore, an EIR will be necessary before considering the
General Plan amendment, rezoning, prezoning and annexation.

The Environmental Review Coordinator has a current agreement with PRC
(Planning Research Corp.) for the preparation of an EIR involving
properties within the Otay Valley. This agreement can be amended to
provide for the preparation of an EIR for the GPA and zoning. PRC has
completed most of the needed field surveys of the property and can amend
other portions of the document such as traffic and noise to complete the
new EIR. They have estimated the cost of preparing the documents at
$11,425.00. This is clearly the quickest and most inexpensive method of
completing an EIR for this project.
C. Conclusion
To expedite the proposed GPA and zone changes the process noted above
should be implemented. Because PRC has completed most of the work for
this area they can prepare the documents quickly and at a low cost. The
Council should appropriate $12,600 (see below) from the unappropriated
balance of the General Fund to the Planning Department professional
services account 100-0623-5201. At the Redevelopment Agency meeting of
February 2, 1984, a resolution will be presented that will commit the
Agency to reimburse the City for actual cost of the Otay Valley Road EIR,
not to exceed $12,600.

FISCAL IMPACT: The Redevelopment Agency will be asked to reimburse the City
for the not-to-exceed expenditure of $12,600.

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
