COUNCIL AGENDA STATEMENT Item -8— l Meeting Date 4 ITEM TITLE: Ordinance lCjloeZ - Amending §2.04 .020 of the Municipal Code relating to the Scheduling of Daytime City Council meetings SECOND READING AND ADOPTION SUBMITTED BY: City Attorne (4/5ths Vote: Yes NoX ) This amendment would allow the Council to hold daytime meetings. It would merely require that a resolution authorizing the daytime meeting be passed two weeks in advance. RECOMMENDATION: Place Ordinance on First Reading BOARD/COMMISSION RECOMMENDATION: N/A DISCUSSION: At its December 6, 1983 meeting, the Council requested that staff bring back an ordinance which grants the City Council additional flexibility for the scheduling of City Council meetings . The purpose for this amendment is to allow the City Council to schedule daytime meetings on a regular basis to test whether attendance of different factions of the community would increase. City Charter Section 306 requires Council to hold a regular meeting at least once each month at such time as it shall fix by ordinance or resolution. City Code Section 2 .04.020 states that Council shall hold regular meetings on the first, second, third and fourth Tuesday of each month at seven p.m. The proposed amendment continues to meet the Charter requirement of one regular meeting, the time of which is set by ordinance in that the first meeting of each month will continue to be at seven o'clock on Tuesday. Council would have the flexibility of resche- duling any of the remaining meetings to a daytime meeting by a resolution passed two weeks in advance. This two week period would be adequate to allow reasonable notice to the paper and to the parties involved of the time change. An additional amendment to the Code would delete the requirement that when a meeting is cancelled due to a legal holiday, that it must be rescheduled on the next succeeding business day. While it is true that we cannot hold a meeting on a public holiday, there is no reason to force ourselves into a rigid rescheduling of this meeting. Council would now have the discretion to either not hold the meeting or schedule it at the most convenient time for both Council and the public. rte„ FISCAL IMPACT: N/ASK of Dated ''/© Form A-113 (Rev. 11/79) at.J Dal __/- _ 7. ...,._.
