HomeMy WebLinkAboutAgenda Statement 1984/01/17 Item 9 COUNCIL AGENDA STATEMENT Item 9 Meeting Date 1/17/84 ITEM TITLE: Resolution /45-/c) Approving an agreement between the City of Chula Vista and the County of San Diego for the installation of the Palomar Street walkway and transferring $5,000 to the Palomar Street Walkway Block Grant Project SUBMITTED BY: Community Development Director 44 hs Vote: Yes No x ) REVIEWED BY: City Manager v The project consists of the installation of an asphalt walkway on the south side of Palomar Street which extends from Broadway Avenue to the Palomar Street trolley station. The County of San Diego has drafted an agreement for the installation, which is attached to this report. Council appropriated $5,000 of Community Development Block Grant funds for this joint City/County- sponsored project during the 1983-84 Block Grant budget process. On January 3, 1984, Council approved an additional outlay of $5,000. RECOMMENDATION: That Council approve the agreement with the County for the installation of the Palomar Street Walkway and transfer $5,000 of Block Grant funds for that purpose. BOARDS/COMMISSIONS RECOMMENDATION: The CIP (Capital Improvement Project) Committee approved inclusion of this project in the Block Grant proposal for FY 1983-84. DISCUSSION: The County estimates a total construction cost of $28,000 for the walkway, of which the County is paying $18,000. A portion of the project site is within Chula Vista's limits; therefore, the City is contributing its share of the cost, estimated at $10,000. These costs are outlined in the agreement, which is in effect from the date of final approval to June 30, 1984, or upon completion of construction of the project, whichever date is sooner. Other terms and conditions relating to liabilities are also delineated in the agreement. The City Engineer will inspect the completed work before approving any payment requests. On October 25, 1983, Council instructed staff to hold a public hearing for the disposition of excess Block Grant funds and on January 3, 1984, approved funding of this project from these surplus funds. FISCAL IMPACT: The additional $5,000 will be transferred from 634-6340-BG83 - Street and Alley Improvements to 632-6320-BG142 - Palomar Street Walkway. Therefore, the total City cost of $10,000 for the project will be funded with Block Grant dollars and will, therefore, not impact local funds.
