TEM TITLE: Public Hearing - Adopting related resolutions for approval of
the Otay Valley Road Redevelopment Project

A joint public hearing has been scheduled by the Redevelopment Agency and City Council to
hear public comments on the proposed Otay Valley Road Redevelopment Project and to adopt
certain resolutions and an ordinance, as required by State law, approving the project. A
schedule for the public hearing, including the introduction and approval of resolutions
and ordinance is attached.
RECOMMENDATION: That the Agency and Council hold a joint public hearing on the Otay
Valley Road Redevelopment Project and adopt the following resolutions and ordinance.
Redevelopment Agency Resolutions:
1. Approving the Agency's final report on the Otay Valley Road Redevelopment
Plan; and authorizing the transmittal of its final report to the Chula
Vista City Council ;
2. Adopting and certifying the Environmental Impact Report, and authorizing
the filing of a Notice of Determination on the Otay Valley Road Redevelop-
ment Plan for the Otay Valley Road Redevelopment Project Area;
3. Finding that the use of taxes allocated from the Otay Valley Road Project
Area for the purpose of improving and increasing the community's supply
of low- and moderate-income housing outside the project area will be of
benefit to the project area; and
4. Approving the Otay Valley Road Redevelopment Plan and Project Area; and
directing the Secretary of the Agency to transmit required redevelopment
documents to the Chula Vista City Council .
City Council Resolutions and Ordinance:
1 . Finding that the use of taxes allocated from the Otay Valley Road Redevelop-
ment Project Area for the purpose of improving and increasing the community' s
supply of low- and moderate-income housing outside the project area will be
of benefit to the project area;
2. Concurring with the Chula Vista Redevelopment Agency's approval and certifica-
tion of the Environmental Impact Report on the Otay Valley Road Redevelopment
Plan and Project Area;
3. Electing to receive the allocation of taxes pursuant to Section 33676 of the
California Health & Safety Code for that portion of the Otay Valley Road
Project Area located within the City of Chula Vista; and

4. Ordinance - Approving and adopting the Otay Valley Road Redevelopment Plan
and Project Area.
BOARDS/COMMISSIONS RECOMMENDATION: On December 14, 1983, the Planning Commission adopted
a resolution recommending approval of the Otay Valley Road Redevelopment Plan and Project
Area, adopted comments on the draft Environmental Impact Report, and transmitted the
Redevelopment Plan, Environmental Impact Report, and related documents to the City
Council for consideration, approval , and adoption.
On December 15, the Redevelopment Agency adopted a resolution approving the report on
the Otay Valley Road Redevelopment Plan, Project Area, and Environmental Impact Report,
and authorized the transmittal of the report to the Chula Vista City Council.
DISCUSSION:
The joint public meeting to be held by the Redevelopment Agency and City Council this
evening is the last public hearing to be held on the proposed Otay Valley Road Redevel-
opment Project before approval. The Planning Commission previously held two public
meetings on the draft Environmental Impact Report and the Redevelopment Plan on Novem-
ber 9 and 30, 1983. "Notifications of the Intent to Prepare the Environmental Impact
Report" as well as the Environmental Impact Reports and Redevelopment Plans were mailed
out to relevant local and State agencies as required by law.
Following this evening' s meeting and adoption of the necessary resolutions and ordinance
approving the Otay Valley Road Redevelopment Project, a Second Reading of the ordinance
will be necessary. The Second Reading has been scheduled for a Special Council meeting
on Tuesday, December 27, 1983, at 4:00 p.m. .
The ordinance will be recorded with the County on December 28, and all of the taxing
jurisdictions will be notified of the approval of the project before the end of the
calendar year.
FISCAL IMPACT:
Capital improvements in the proposed Redevelopment Project area will be financed with
the assistance of tax increment financing generated from new development in the area.
