RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING PROPOSED BUDGET AND ACHIEVEMENT REPORT
FOR THE DOWNTOWN IMPROVEMENT DISTRICT
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, Ordinance No. 1885 requires the City Council to review the
budget submitted by and the activities of the Town Centre Business and
Professional Association, and to authorize the disbursement of funds received
through the business license tax imposed on the parking and business
improvement area for the general promotion of retail trade and other
commercial and professional businesses, and
WHEREAS, the Town Centre Business and Professional Association has now
submitted the budget and achievement report as set forth in Exhibits A and B,
attached hereto and incorporated herein by reference as if set forth in full,
and
WHEREAS, the Finance Director has recommended that the Council now
approve the proposed 1990 budget and accept the 1989 report of achievements as
contained in said exhibits.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista does hereby approve the proposed 1990 budget of the Town Centre
Business and Professional Association and accepts the 1989 achievement report.

1989 OVERVIEW
SPRING ARTS & CRAFTS FESTIVAL
The 1989 Spring Arts & Crafts Festival was held Friday and Saturday, March
24th and 25th. We had 105 crafters including non-profit groups. Seventy four
Merchants also participated in the sidewalk event. Saturday festivities
included an Easter egg hunt and lots of entertainment. The event was
sponsored by the City of Chula Vista, the Star News, and Radio Latina/Fiesta
Mexicana.
SUMMER FESTIVAL
This year's event was one of the best Summer Festivals we have put on. It was
held July 22nd and 23rd and featured its usual chili cookoff and salsa
contest. We had a giant RV show at 3rd and "E" street. and a very impressive
Army/National Guard display at "G" street and 3rd. Saturday had the largest
crowd ever with events going on until 9:00 p.m. Saturday had a western theme
ending with a street dance. Sunday began with a pancake breakfast put on by
the Boys and Girls Club. The theme for Sunday was a Fifties Day with a
classic car show and fifties entertainment. The crowd was almost as large as
Saturday. The crafters were very pleased with the two-day event.
TOAST TO OUR TOWN
The cities Birthday celebration was held on October 21st. We had over 120
crafters sign up for the event. Restaurants from all over the city were
invited to participate, but due to a rain shower several crafters choose to
leave and many of the resturants decided not to come. The rain cleared though
and everyone ended up having a great day. The cake was cut about three
o'clock and hundreds of balloons were released.
STARLIGHT YULE PARADE
The Starlight Yule Parade was held on Sunday December 3rd. We moved the
parade to Sunday so we could get an earlier start and be able to set up in
daylight. The parade began at 5:00 p.m. and ended at 7:30. The parade gets
bigger each year. Captain Mike was back to ride in the float to support the
toy drive. We had a great turnout due to the excellent coverage by the Radio,
Television, and Star News.
