Every year 2% of the non-motorized Transportation Development Act (TDA) funds are available for the regional planning and construction of pedestrian and bicycle facilities. This year $646,900 in TDA funds were distributed to the region's SANDAG member agencies. $12,500 of this total was allocated to the City of Chula Vista for construction of pedestrian improvements along Allen School Lane ($10,000) and for a pedestrian safety study ($2,500) . On November 1, 1983, the City Council by Resolution No. 11431 approved a mid-year claim of $13,000 for the construction of pedestrian improvements along East "J" Street. Our claim was partially funded ($7,500) by the SANDAG Bicycle Facilities Committee at their meeting of November 30, 1983. This report is a summary of the status of the claims already approved including the $7,500 grant obtained for the construction of pedestrian improvements. RECOMMENDATION: That Council : 1. Approve the report; 2. Appropriate $2,500 from the TDA fund to Account No. 602-6020-LTF07-Pedestrian Safety Study; 3. Appropriate $7,500 from TDA funds to Account No. 602-6020-LTF09-East "J" Street Pedestrian Improvement; 4. Appropriate $5,500 from the unappropriated balance of Gas Tax funds and transfer to Account No. 250-2501-GT170-East "J" Street Pedestrian Improvement. Page 2, Item 13, a, Meeting Date 12/13/83 DISCUSSION: On February 16, 1983, by Resolution No. 11168, Council approved a claim for 2% non-motorized Transportation Development Act (TDA) funds for FY 1983-84. The claim was approved by the SANDAG Board of Directors on June 24, 1983. The amount granted to the City was $12,500 and is to be used as follows: Amount Project Description $10,000 Construction of curb, gutter, and sidewalk on Allen School Lane between Allen School Road and Surrey Drive (LTF-08) 2,500 Installation of reflective plastic crosswalk marking at ten selected locations (Pedestrian Safety Study, LTF-07) The $10,000 grant was appropriated by Council Resolution No. 11415 adopted on October 25, 1983. The Allen School Lane Improvement Project (LTF-08) has been awarded and is almost completed. The $2,500 grant for the pedestrian safety study has been received and needs to be appropriated to account 602-6020- LTF07. Engineering staff estimates the pedestrian safety study to be completed by next summer. The study entails the installation of reflective pavement tape at ten City crosswalks in order to evaluate the expected pedestrian safety enhancement. If the reflective pavement tape is found to significantly increase driver recognition and its associated pedestrian safety, the City Traffic Engineer will consider its installation at all appropriate crosswalks. The results of the study will be shared with all the SANDAG member agencies and may result in the enhancement of pedestrian safety on a regional basis. The $12,500 grant to the City represents about 1 .9% of the total $646,900 FY 83-84 TDA fund administered by the SANDAG Bicycle Facilities Committee (BFC) for the planning and construction of bicycle and pedestrian facilities. The remaining funds were allocated to other member agencies or were placed in the bike lane reserve account. Monies in this account ($60,000) are intended for funding mid-year projects or to supplement funding of projects already approved and requiring additional financing for their construction. On November 1, 1983, by Resolution No. 11431, Council approved a mid-year claim of $13,000 from the bike lane reserve account. This claim is to install the missing pedestrian safety improvements (curb, gutter, and sidewalk) along the north side of East "J" Street and east of Dennis Avenue. The improvements are missing along the rear of five fully developed dual-frontage lots. These lots have improved access via Gretchen Road and have no access via East "J" Street. The recently adopted Council participation policy in 1911 Block Act Program proceedings assigns the responsibility for construction of missing improvements in locations similar to this one to the City. The SANDAG Bicycle Facilities Committee at its November 30, 1983, meeting reviewed the $13,000 mid-year claim and conditionally approved $7,500 towards the construction of the sidewalk portion of our project. The BFC disallowed the $5,500 part of our claim which is needed to construct the curb and gutter /f t wtfp Page 3, Item 13, a, Meeting Date 12/13/83 portion of the project. The BFC decision is based on a legal opinion made by Ms. Debora Greenfield, SANDAG staff attorney. A copy of this decision is attached. The $7,500 grant obtained for the project is conditioned on obtaining City Council commitment to fund the $5,500 needed to construct the total project. Engineering staff recommends that the City Council appropriate $5,500 from the unappropriated balance of Gas Tax funds to supplement the grant obtained from SANDAG Bicycle Facilities Committee. The $5,500 in Gas Tax funds and the $7,500 in TDA funds need to be transferred to Account No. 250-2501-GT170 and 602-6020-LTF09, respectively,-Construction of Curb, Gutter, and Sidewalk on East "J" Street East of Dennis Avenue. A transparency and slides showing the project's location are available for Council viewing. FISCAL IMPACT: The cost to install the pedestrian improvements is estimated to be about $13,000. A $7,500 TDA grant has been obtained from the SANDAG Bicycle Facilities Committee. $5,500 from the unappropriated balance of Gas Tax funds will be needed to construct the total project. The cost to complete the pedestrian safety study is estimated to be $2,500. This amount has been received from a TDA grant. The following is a summary of the funding for the two proposals: A.
