BOARDS/COMMISSIONS RECOMMENDATION: N/A DISCUSSION: The City of Chula Vista is participating in the Joint Powers Authority but has not yet designated an official voting member as is called for in Article 2 of the Joint Powers Agreement. A survey of the participating Cities in the JPA revealed that the designated voting members in other Cities are as shown below: Jim Benson, Director of Administrative Services Ann Moore, Assistant to City Manager City of Coronado City of Lemon Grove Gloria Curry, Treasurer/Director of Finance Rachel Levens, Purchasing Agent City of Del Mar City of National City Mr. Henderson, Assistant City Manager George Ahrens , Risk Manager City of El Cajon City of Oceanside Dennis Hackett, Director of Finance Jeanette Farris , Assistant to City of La Mesa City Manager City of Vista It is recommended that the City Manager or his designee be designated as the voting representive to the JPA. With the City's current structure the Director of Personnel (Risk Manager) will serve as the usual designee. This will allow a continuation in the over-seeing of this function and help to consolidate risk management responsibilities in the Personnel Department. As has been done previously, decisions regarding insurance purchase or other expenditureswillbe coordinated with the City Attorney and the City Council when appropriate.
