Resolution //4I4;1..Approving Amendment to the Bonita Glen Specific Plan Sign Regulations SUBMITTED BY: Director of Planning 0- (4/5ths Vote: Yes No x ) REVIEWED BY: City Manager s This item involves a proposed amendment to the Bonita Glen Specific Plan sign regulations by including the Planned Signing Program provisions of the Municipal Code as part of the specific plan. The project is exempt from environmental review as a Class 11(a) exemption. RECOMMENDATION: That Council concur with Planning Commission recommendation. BOARDS/COMMISSIONS RECOMMENDATION: On October 26, 1983, the Planning Commission unanimously recommended that the City Council adopt a resolution amending the Bonita Glen Specific Plan sign regulations in accordance with Resolution PCM-84-5. DISCUSSION: Planned Signing Program The Planned Signing Program is a voluntary alternative to the general sign regulations of the underlying zone which is intended to provide latitude in order to achieve variety and good design. Exceptions (deviations) to the sign regulations may include the number of signs, height, location, sign area and types of signs provided they are in substantial compliance with the general intent of the underlying sign regulations of the zone. The sign program is subject to approval by the Zoning Administrator and based on the following findings: Architectural style: That the signs are designed with an intent and purpose to relate the signs to the architectural style of the development; or Relationship to other signs: That each sign is related to all other signs by the incorporation of similar or identical elements, such as materials, letter style, color illumination and shape of sign. Minimum lot area: The area covered by the sign program must be at least two acres in size. The present fee for a Planned Signing Program application is $130.00 Page 2, Item 5, 5a Meeting Date 11/22/83 Bonita Glen Specific Plan Sign Regulations The sign regulations of the specific plan are in recognition of the fact that the properties are located on a "gateway" into the City and the desire to have signs in keeping with this concept. However, they are not meant to be punitive or to take away alternatives provided by conventional zoning. The Planned Signing Program has been used effectively in other commercial and industrial areas in the City (such as Bonita Village Shopping Center and Canyon Plaza Shopping Center) and there is reason to believe that it can be used similarly within the Bonita Glen Specific Plan area. Conclusion Since the Planned Signing Program is a voluntary and optional procedure and does permit deviations from the basic sign regulations, it offers flexibility to the design-conscious developer. It is not a "give away" procedure and can sometimes be more restrictive. But it does allow creativity in design and innovative use of signs. For these reasons, the staff supports an amendment incorporating the Planned Signing Program provision into the Specific Plan text. WPC 0583P 21 - P Dated
