HomeMy WebLinkAboutAgenda Statement 1983/11/15 Item 14 COUNCIL AGENDA STATEMENT Item 14 Meeting Date 11/15/83 ITEM TITLE: Resolution //1/ O Authorizing submission of application to CALTRANS to obtain vehicles for HandYtrans operation under the Urban Mass Transportation Administration (UMTA) 16(b) (2) Program SUBMITTED BY: City Engineer ' (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager At its meeting on May 24, 1983, Council accepted a report on a proposal to obtain 16(b) (2) vehicles for HandYtrans operation. A copy of that report is attached for Council' s information. The 16(b) (2) application for FY 1983-84 must be submitted to CALTRANS by December 15, 1983. The Association for Retarded Citizens (ARC) of San Diego has agreed to submit a 16(b) (2) application on behalf of the City of Chula Vista. Transit staff currently is preparing the 16(b) (2) application in conjunction with the ARC Business Administrator in order to meet the December 15 deadline. The 20% local share to obtain five vehicles under the 16(b) (2) program is estimated at $42,000. These funds, which are currently available in the City Transit Service Fund, must be contributed to the project after approval by CALTRANS and UMTA in August 1984. Therefore, the local share for these vehicles will be included in the FY 1984-85 HandYtrans budget. RECOMMENDATION: That Council authorize the submission of an application to CALTRANS to obtain five vehicles for HandYtrans operation under the 16(b) (2) program. BOARDS/COMMISSIONS RECOMMENDATION: The Elderly and Handicapped Transportation Committee has concurred with this proposal. DISCUSSION: The Transit Coordinator is proposing to apply for the following vehicles and equipment as specified in the 16(b) (2) application: four vehicles accommodating 12 seated passengers each, including two wheelchair passengers, and one 32-passenger vehicle, including three wheelchair passengers. The total cost for these vehicles and related equipment, as contained in the 16(b) (2) application, is $208,871. The 20% local share is $41,774. If the City is successful in obtaining these vehicles for HandYtrans operation, the City would no longer lease vehicles for HandYtrans operation from the contract operator. Under the current agreement with Community Transit Services, Inc. (CTS) , the cost to lease four vehicles for HandYtrans operation is $24,900 for FY 1983-84, or approximately 13% of the total annual contract cost. Obtaining vehicles under the 16(b) (2) program, therefore, would reduce HandYtrans operating costs and provide newer vehicles for the system. Page 2, Item 14 Meeting Date 11/15/83 The Transit Coordinator is proposing to request one vehicle that can accommodate 32 seated passengers, including three wheelchair passengers, because it would allow greater operations flexibility, particularly accommodating group trips or charter-type service. Following is a tentative schedule of the 16(b) (2) application process: December 1983 Applications submitted to CALTRANS. Winter/Spring 1984 CALTRANS and UMTA review applications. August 1984 Applications approved by UMTA. September 1984 CALTRANS enters into project contracts with successful applicants. 20% local share contributed to project. November 1985 Vehicles delivered. The complete process from application submission to delivery of vehicles takes a minimum of two years. Assuming approval of this application, when the vehicles arrive, they would be used for HandYtrans service as specified in the 16(b) (2) application. Under this application procedure, the ARC is acting solely as the applicant for these vehicles on behalf of the City of Chula Vista, since the applicant must be a private non-profit corporation. When the vehicles arrive and are put into HandYtrans service, the City's contract operator would assume costs associated with vehicle operation, including maintenance and insurance. FISCAL IMPACT: The 20% City of Chula Vista local share to obtain five vehicles under the 16(b) (2) program is estimated at $42,000.
