Interior Wall Conditions of Park Way Community Center

At the September 14, 1983, meeting Council requested a report on the status of
landscaping around the Park Way Community Center and the condition of the
walls of the game room and hallways of the facility.
RECOMMENDATION: Council accept the report and authorize:
1. Adoption of resolution appropriating $7,993.00 from the unappropriated
balance of PAD funds to accomplish interior wall renovation and painting
of Parkway Community Center by contract.
2. Hiring of a landscape architect to prepare a concept landscape master plan
and subject to approval, prepare plans and specifications to implement
Phase II of Memorial Park Master Plan including landscaping around the
Parkway Community Center.

DISCUSSION:
The Park Way Community Center design began in 1976 by Vic Wulff. Upon the
death of Mr. Wulff, Thomas Williamson was hired to complete the project. The
initial exterior masonry concrete design by Wulff was rejected by the Town
Centre Design Review Committee in 1977. The building was redesigned for 2x4
stud construction with wood exterior to comply with the Design Review
Committee' s suggestion. In early 1979, bids were received with the costs
exceeding the budget. Following Department review of the received bids, staff
directed the architect to prepare recommendations specifying cost saving
alternatives to the original bid specifications. On July 12, 1979, a list of
possible reductions were recommended including the removal of "Plastic
Wainscot" (fiberglass panels) for the lower portion of the gym and game room
walls and substituting an "inorganic coating" (thick paint coating) . It
appears the 2x4 stud construction design has created the setting where the
building' s interior walls have bowed and the "inorganic coating" substitution
did not prevent holes from being inflicted in the gypsum board.

The chart details actions taken to preserve the interior walls of Parkway
Community Center since the August 1980 dedication:

September - October 1980 Holes were being punched in the gypsum board
covering the lower portion of the walls in the
foyer game room and gym areas. 4'x8' masonite
panels were randomly applied to cover holes
throughout the building.
Early December 1980 The City's construction and repair supervisor
recommended sufficient masonite panels be
purchased to do gym, foyer, and game and room
walls.
December 12, 1980 The City Manager' s office authorized purchase
of necessary panels and materials.
February 1981 Installation and repaneling was completed by
C&R Division.
August 1982 Masonite panels were observed for the first
time becoming detached from some of the studs.
Present The masonite panel applications are still
pulling away from the stud frame building by
the settling and shifting of the building.
Prior to this Council inquiry, the City' s Construction and Repair Division had
been notified about the loose panels. They agreed to reattach the panels.
After inspection of the interior walls, it appeared appropriate that the
entire walls of the foyer, gym and game room needed a revitalization.
Adequate funds are available in the unappropriated Park Acquisition and
Development account to accomplish the following:
1. All loose panels be reattached and trimmed to relieve buckling,
2. All seams, joints, and screw marks be smoothed and drywalled,
3. All wall mouldings be replaced,
4. Walls be painted with an attractive color scheme, and
5. Paint game room walls with line graphics.

The City' s Construction and Repair Division has estimated the cost of repairs
for this work by contract. They are:
All purpose mud $ 170.00
Screws 90.00
Furring strip lumber 56.00
Door hardware 345.00
Paint 3,000.00
Labor 3,000.00
Subtotal $6,661.00
Contingencies (20%) 1,332.00
Total $7,993.00
The estimated cost is less than $10,000. According to the City Charter
Section 1009, without advertising, informal bids can be received for this work
and a contract awarded to the lowest responsible bidder. It is recommended
this approach be used to complete this project.
Landscaping around Park Way Community Center
The new landscaping proposed for this area has been held in abeyance for two
reasons:
1. The final resolution to the floor problems involves earth work around the
facility.
2. The Memorial Park Redevelopment and Landscaping Master Plan Phase II which
encompasses the area abutting the Community Center has not been approved .
Council on September 27, 1983, authorized the expenditure of Residential
Construction tax monies to remove the existing floor covering, replace with a
similar product, and to improve the outside drainage by installation of French
drains and downspouts around the building. After the outside work is
completed, landscaping in conjunction with the Phase II Memorial Park
Development is recommended. Building and Housing is working on the revised
specifications and it is anticipated the bids will be let sometime in December
1983.
In October of 1979, the Redevelopment Agency approved Phase I of a two phase
landscape and development plan for Memorial Park developed by the Pekarek
Group. Phase I implementation was completed in late 1981 which included the
easterly half of the park. Phase II plans including the westerly half of the
park were never accepted.
When Phase I for the Park was approved there were concerns expressed on what
was to be included in Phase II. No Council decision for implementation was
made but the initial Pekarek Group design specified:

1. construction of an overlook at the east end of the drainage channel;
2. reconstruction of the low flow drainage channel using stamped concrete in
"cobble" style (deep cut) with variable widths;
3. redevelopment of the children' s playground;
4. establishment of a patterned playground overview (with benches) and
outdoor crafts and games area;
5. shrubs and tree canopy and new lawn areas; and
6. completion of the A.C. paved areas and installation of fencing at the top
of existing slopes.
It is recommended hiring of an architect to review the existing Phase II
plans - Renovation of Memorial Park and upgrade them as required to include
Parkway Community Center landscaping. Upon completion, the plans would be
forwarded to the Design Review Committee and Redevelopment Agency for study
and approval.
Necessary administrative action will be taken to bring the matter of the
supplemental appropriation before the Redevelopment Agency at which time the
appropriation of $10,000 from the unappropriated balance of the Town Centre
Bayfront Fund for landscape architectural services will be considered.
FISCAL IMPACT: $10,000 needs to be transferred from the unappropriated
balance of the Town Centre-Bayfront fund (990) to Redevelopment Memorial Park
Phase II - 995-9950-TI02 for architectural services. $7,993.00 needs to be
transferred from the unappropriated balance of Park Acquisition and
Development District 12 to 100-1533-5362 for interior wall renovation of
Parkway Community Center.
