awarding contract for "Renovation of the Loma Verde Recreation

At 2:00 p.m. on September 13, 1983, in Conference Room 2 in the Public
Services Building, the City Engineer received sealed bids for "Renovation of
the Loma Verde Recreation Center in the City of Chula Vista, CA." The
recreation center is approximately 14 years old and in need of repairs.
RECOMMENDATION: That Council authorize the:
1 . Appropriation of $23,343.65 from the unappropriated balance in Park
Acquisition and Development funds, to Account No. 614-6140-PR10-Renovation
of Loma Verde Recreation Center.
2. Expenditure of $93,513 for actual services for renovation work at the Loma
Verde Recreation Center.
3. Acceptance of all bids and award contract to low bidder Pharaoh
Construction, La Mesa.
DISCUSSION:
The City Council on September 17, 1981 , passed Resolution No. 10629 which
directed the City Manager to make application for $81,000 from funds made
available through the California Parkland Act of 1980. Those funds were to be
used for renovation of Loma Verde Recreation Center. The City's grant
application was approved on July 23, 1982.
Upon approval of the grant application, departmental staff developed
guidelines for the use of the funds and retained Mr. David Grant, a Chula
Vista architectural designer, to prepare actual plans and specifications
necessary to issue bid specifications for the renovation.
In accordance with specifications developed by Mr. Grant, the following work
is proposed:

A. Exterior improvements
1. Improve landscaping in front of building.
2. Exterior to be repainted.
3. Installation of new store front entrance.
B. Music and Conference Room
1. Removal of wall between conference room and music room to facilitate
more groups to use this room.
2. Installation of:
a. Wood floor.
b. Windows to the south and west.
c. Floor to ceiling, wall to wall mirror on north wall with ballet
bar.
d. Cabinet on east wall.
C. Main Auditorium
1. Refinish floor.
2. Acoustical treatment of walls.
3. Replace and repair ceiling.
4. Replace and repair light fixtures.
D. Game Room
1. Install:
a. New ceiling tile.
b. Roll down gate to secure game room.
2. Repaint walls.
E. Interior Improvement
1. Install cabinets in:
a. Arts and crafts room
b. Office
2. Replacement of non-functioning doors throughout the building.
3. New work table for Arts & Crafts room.

Bids were received according to established City procedures from three
contractors:
1. Pharaoh Construction - La Mesa $85,012
2. Walt Clyne Construction - San Diego 88,752
3. Bonita Construction & Development Co. , San Diego 90,668
The low bid of $85,012 by Pharoah Construction exceeded the consulting
architect's estimate of $67,000 by $18,012, or 26.9%. Both the architect and
the Building Department have reviewed the low bid and feel that the amount
requested for the work is appropriate. They are confident that the submitted
bids are competitive in nature and reflect the builder's contingent attitude
with respect to the scope of the work and possible unanticipated construction
conditions; it is recommended that the bid be awarded to the low bidder.
FINANCIAL STATEMENT:
Total funds allocated by the State Department of Parks and Recreation for this
project was $81,000. $10,830.65 has already been encumbered for architectural
service and City engineering and inspection costs. Additional funds from the
unappropriated reserves of District 6 and 16 of the Parks Acquisition and
Development Fund are available to complete this project. A summary of the

FISCAL IMPACT: $13,343.00 - District 6 and $10,000 - District 16 needs to

Recreation Center.

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise

Chula Vista Deferred Compensation Plan

Amendments can be made to the City's Deferred Compensation Plan with Great
Western Savings & Loan with Council approval.
RECOMMENDATION: That the City Council amend Article V and VI of the City of
Chula Vista's Deferred Compensation Plan opening up the enrollment period for
all eligible employees.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
On July 28, 1981, by Resolution No. 10585, the City Council changed the
enrollment date for our Deferred Compensation Plan from January to July each
year. This was done to permit a participant in the Plan to defer a portion of
his income based on salary adjustments granted in July, instead of having to
wait until the following January.
Salary negotiations for fiscal year 1983-84 were not completed until after the
July enrollment period. Unless our Plan is amended, employees wishing to make
changes would have to wait until July 1984. The proposed amendment would
permit changes throughout the year effective the first pay period beginning in
the month subsequent to the month of request. This means that employees this
year can request a change during the month of November 1983 and it will become
effective beginning the first period in December 1983.
FISCAL IMPACT: Not applicable.
