HomeMy WebLinkAboutAgenda Statement 1983/11/08 Item 6 COUNCIL AGENDA STATEMENT Item 6 Meeting Date 11/8/83 ITEM TITLE: Resolution //111/1 Approving an agreement for professional services with Garry Williams for FY 1983-84 SUBMITTED BY: Director of Parks & ecrea ion (4/5ths Vote: Yes x No ) REVIEWED BY: City Manager 3- 7) On July 20, 1982, Council approved an agreement between Garry Williams and the City for an Open Space Coordinator to oversee the ten open space districts during FY 1982-83. On March 15, 1983, Council authorized an increase of the Coordinator's working hours from half-time (1/2) to three-quarter (3/4) time. Mr. Williams' contract for professional services as Open Space Coordinator was extended by Council action until October 31, 1983, pending completion of meet and confer negotiations. RECOMMENDATION: That Council authorize the Mayor to sign 1983-84 Open Space Agreement for the Open Space Coordinator position calling for a 12% cost-of-living increase for FY 1983-84 retroactive to July 1, 1983. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Mr. Williams is currently compensated at a monthly rate of $1 ,333.80. He works a minimum of 130 hours per month. Mr. Williams' duties, responsibilities, and compensation fall within the categories similar to Park Maintenance Supervisors I & II, but he receives no fringe benefit package. No salary increase was granted last year and a 12% is proposed for this year. The Coordinator has done an outstanding job in improving the appearance of the districts, reducing water consumption, working with the contractors and residents. It is recommended Garry Williams receive a 12% increase. The agreement will be retroactive to July 1, 1983 and his rate will be $1,494.00 per month which is an increase of $160.20. Consistent with City policy on monthly mileage reimbursement for use of personal vehicle, the Coordinator will be reimbursed accordingly: 264 first 200 miles 24t next 300 miles 22t over 500 miles /?// VV9 Page 2, Item 6 Meeting Date 11/8/83 The agreement calls for the Coordinator to oversee the Open Space District program including planning, supervision, verification of contract work and: A. Oversee, inspect and administer grounds maintenance contracts; B. Receive, investigate and resolve or evaluate service complaints and requests; C. Keep records, prepare purchase requisitions and reports; D. Enforce contract specifications; E. Research the usefulness and cost effectiveness of new and alternative contract methods and specifications; F. Make recommendations to minimize maintenance costs through landscape design changes; G. Assist in budget preparations and planning; H. Advise contractors on horticultural subjects such as pest, disease, irrigation, turf and plant material management; I. Rate the performance of contractors; J. Read plans and specifications; keep existing plans and specifications updated; K. Attend evening and/or weekend homeowners association meetings; L. Assist with minor repairs and make emergency repairs and may be required to supervise and plan the activities of assigned employees; and, M. Maintain effective working relationships with the public, other City departments and employees and contractors. The agreement is subject to unilateral termination by either Mr. Williams or the Director of Parks and Recreation by 30-day written notice.
