HomeMy WebLinkAboutAgenda Statement 1983/11/01 Item COUNCIL AGENDA STATEMENT Item 9 Meeting Date 11/1/83 ITEM TITLE: Resolution //*'-3/ Approving the claim of $13,000 from the FY 1983-84 2% non-motorized Transportation Development Act funds (Bike Lane Reserve Account) SUBMITTED BY: City Engineer (4/5ths Vote: Yes No x ) REVIEWED BY: City Manager '4t On June 24, 1983, the SANDAG Board of Directors approved Resolution No. 83-123 allocating $646,900 in Transportation Development Act funds (TDA) for the planning and construction of bicycle and pedestrian facilities for FY 1984. $12,500 of this total was allocated to the City of Chula Vista for the construction of sidewalk improvements along Allen School Lane west of Surrey Drive ($10,000) and for a crosswalk pedestrian safety evaluation study ($2,500) . The remaining funds were allocated to other member agencies or were placed in the bike lane reserve account. Monies in this account ($60,000) are used to fund mid-year projects or to supplement funding of projects already approved and requiring additional financing for their construction. Engineering staff thinks it would be appropriate to apply for funds to install the missing pedestrian safety improvements (curb, gutter, and sidewalk) on the north side of East "J" Street and east of Dennis Avenue. Prior to submission of an official application, however, a City Council resolution approving the claim is required. RECOMMENDATION: That Council approve the resolution authorizing the claim for $13,000 in the FY1983-84 2% non-motorized Transportation Development Act funds (Bike Lane Reserve Account) . BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: There is a segment on the north side of East "J" Street and east of Dennis Avenue where sidewalk improvements are missing. The length of this segment is about 400 linear feet and traverses the rear of five fully developed dual frontage lots. These lots have improved access via Gretchen Road and have no access via East "J" Street. The recently adopted Council participation policy in 1911 Block Act Program proceedings assigns the responsibility for construction of missing improvements in locations similar to this one, to the City. Page 2, Item 9 Meeting Date 11/1/83 East "J" Street is a moderately traveled roadway. It carries an average daily traffic of about 7,500 trips per day east of Hilltop Drive. This traffic affects the safety of elementary and junior high school students who walk along East "J" Street on their way to and from school. The lack of sidewalk on the north side could conceivably encourage students to cross East "J" Street at mid block in order to get to school. Due to the traffic on East "J" Street and the number of students walking to Hilltop Drive Elementary and Hilltop Junior High School, staff believes it advisable for the City to construct the missing pedestrian facilities now. Funds for the construction, which is estimated to cost about $13,000 could be obtained from the SANDAG-administered Transportation Development Act (TDA) Reserve Fund. Monies in this account ($60,000) can be used to fund or partially fund pedestrian improvement projects. In order to obtain funds from this source, the City needs to submit a Council resolution authorizing a claim to the SANDAG Bicycle Facilities Committee (BFC) . The local representatives to the BFC then evaluate the claim and recommend to the SANDAG Board of Directors that it be fully or partially funded. Depending on the amount recommended by the BFC, it may be necessary that City funds be allocated to cover part of the cost to construct the missing improvements on East "J" Street and east of Dennis Avenue. Historically, the BFC has funded pedestrian improvement projects from 50% to 100% depending on factors such as: fund availability, merit of the project, and its relationship to other regional facilities. Thus, Engineering staff will return at a future date with a report informing Council of the amount granted by the BFC and with a resolution appropriating funds as necessary to make up the difference between the project's cost and the grant amount. A transparency and slides showing the project's location are available for Council viewing. FISCAL IMPACT: The cost to install the pedestrian improvements east of Dennis Avenue is estimated to be about $13,000. Full or partial funding will be obtained from SANDAG administered TDA funds.
