HomeMy WebLinkAboutAgenda Statement 1983/10/25 Item COUNCIL AGENDA STATEMENT Item Meeting Date -fi6t83-l-1/ / s'� ITEM TITLE: Resolution Approving the removal of parking on "L" Street from Monserate Avenue to Cuyamaca Avenue to provide for installation of a two-way left turn lane SUBMITTED BY: City Engineer (4/5ths Vote: Yes No x ) REVIEWED BY: City Manager In response to several citizen requests and a subsequent petition for left turn lanes on "L" Street, the Traffic Engieering Division has reviewed the existing traffic striping and traffic conditions on "L" Street from Monserate Avenue to Cuyamaca Avenue. Traffic volumes and accident history support the need for left turn pocket on "L" Street from Monserate Avenue to Cuyamaca Avenue. The removal of on-street parking is required in order to install the left turn lane. RECOMMENDATION: That on-street parking be removed on both sides of "L" Street to provide for a two-way left turn between Monserate Avenue and Cuyamaca Avenue. BOARDS/COMMISSIONS RECOMMENDATION: At the September 15, 1983, meeting, the Safety Commission voted 5-0 to support the removal of parking and installation of the two-way left turn on "L" Street between Monserate Avenue and Cuyamaca Avenue. DISCUSSION: "L" Street is a 64-foot wide east-west arterial that currently carries 18,700 vehicles per day. The existing lane striping on "L" Street to the east provides a two-way left turn lane or left turn pockets at all intersections from Monserate Avenue to Nacion Avenue. Also, to the west there are existing left turn pockets on "L" Street at Cuyamaca Avenue. - The Traffic Engineering Division's review of the accident history on this segment of "L" Street shows that between January 1980 and July 1983, there have been five reported accidents at Helix Avenue and five reported accidents at East Fortuna Street susceptible to correction by installation of a left-turn lane. The installation of a continuous two way left turn lane between Cuyamaca and Monserate, as opposed to separate pockets at the intersections, is recommended because: ,-l/y' Page 2, Item Meeting Date343 a) It will provide a continuous left turn lane for access to all the fronting residences. b) It will provide consistent striping and eliminate the midblock weaving maneuvers on "L" Street. Installation of the two way left turn lane will require the removal of on-street parking in front of 15 residences and along the Cook Elementary School frontage. This represents as many as 26 and 23 parking spaces respectively. A positive impact of the parking removal is the reduction of "hit parked vehicle" type accidents and a higher visibility for pedestrians along "L" Street. The proposed striping would provide 14-foot curb lanes, 12-foot through lanes, and a 12-foot double left turn lane. This striping would match the existing striping to the east and west of "L" Street. All residents along "L" Street between Cuyamaca and Monserate, the School District, those requesting the left turn pockets, and all others wishing to be notified have been notified of tonight's meeting. FINANCIAL STATJIENT: The installation cost of posting the "No Parking" zone would be approximately $300. Also, the existing striping would have to be "chipped" out which would cost approximately $300. Both of these costs would come out of the existing Public Works operating budget, thus, no new appropriation is required.
