awarding contract for "Improvement of Allen School Lane
between Allen School Road and Surrey Drive in the City of
Chula Vista, CA"

At 2:00 p.m. on October 12, 1983, in Conference Room 2 in the Public Services
Building, the City Engineer received sealed bids for "Improvement of Allen
School Lane between Allen School Road and Surrey Drive in the City of Chula
Vista, CA". The work to be done consists in general of constructing street
improvements which include excavation and grading, asphalt paving, base, curb
and gutter, sidewalk and other miscellaneous work.
RECOMMENDATION: That Council:
1. Appropriate $4,844 from the unappropriated reserve of Gas Tax funds and
transfer to Account No. 250-2501-GT157 - Street Improvements, Allen School
Lane at Surrey Drive.
2. Authorize the reduction in budgeted amount from $10,600 to $10,000 in
Account 602-6020-LTF08 - Street Improvements, Allen School Lane at Surrey
Drive, to reflect actual funds received from the SANDAG Bicycle Facility
Committee.
3. Authorize the expenditure of $17,900 from the following accounts:
a. Account No. 250-2501-GT157 - Street Improvements, $9,440.00
Allen School Lane at Surrey Drive
b. Account No. 602-6020-LTF08 - Street Improvements, $8,460.00
Allen School Lane at Surrey Drive
4. Accept bids and award contract to ABC Construction Co., Inc. , San Diego in
the amount of $16,239.10.

DISCUSSION:
Bids were received from six contractors as follows:
1. ABC Construction Co. , Inc. - San Diego $16,239.10
2. Sim J. Harris Co. - San Diego 17,923.00
3. A-C Co. , Inc. - San Diego 18,409.50
4. Dyno Construction, Inc. - San Diego 18,905.00
5. T. B. Penick & Sons, Inc. - San Diego 19,370.00
6. Sapper Construction Co. - San Diego 20,162.30
The low bid by ABC Construction Co. , Inc. was below the engineer's estimate of
$21 ,295 by $5,055.90 or 23.7 percent. We have reviewed the low bid and find
it to be excellent.
FINANCIAL STATEMENT: The Council approved on September 13, 1983, by
Resolution 11381 the expansion in the scope of the project to include
construction of a 12' driving lane on the north side of Allen School Lane
between Allen School Road and Surrey Drive. We informed the Council that
insufficient funds were available for construction of the expanded project and
that we would request an additional appropriation of funds after receipt of
bids. With the construction of the project, additional funds need to be
appropriated from the unappropriated reserves in the Gas Tax funds.
The following is a summary of the funding for this project.

The amount of funds available for construction of this project from LTF funds
was reduced by $600 from the appropriated amount of $10,600 because actual
funds received from SANDAG Bicycle Committee was only $10,000 instead of the

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
