SUBMITTED BY: Director of Person ;` (4/5ths Vote: Yes X No ) a REVIEWED BY: City Manager 1-6- da The City's negotiating team has concluded a Memorandum of Understanding (MOU) with the Chula Vista Employees Association (CVEA) , which has been ratified by their membership. Various changes to the existing MOU are indicated below. RECOMMENDATION: That Council adopt resolution. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: The 1983-83 MOU with CVEA includes the following major changes : 1. Section 1.02 Recognition Updated to reflect new classifications. 2. Section 2.01 Wages For 1983-84 a 4.9% salary increase will be paid to all represented classes . An additional 1% of salary will be paid by the City into the employees Public Employees Retirement System contribution. Special adjustments above the 4.9% will be given to three classifications : Communications Operator 5.0% * Police Information Systems Operator 4.6% Property Clerk 6.9% *This amount is an offset for the shift differential given up by Communications Operators. 3. Section 2.02 Shift Differentials The differential for rotating shift is deleted-Communications Operators are no longer eligible for shift differential . 4. Section 2.09 Modified Duty New section providing modified duty for employees unable to perform full duty because of injuries suffered on the job. Form A-113 (Rev. 11/79) Page Two,Item 11 Meeting Date 10-11-83 5. Section 2.10 Bilingual Pay The Bilingual Pay Plan administration will be reviewed during 1983-84. 6. Section 2. 11 Health and Welfare A. The Market Basket is increased to $1,225 per year. B. Routine claims will be accepted only through June 11. C. Tuition expenses may be paid in advance under certain circumstances. D. Employees agree to support concepts of cost containment. 7. Section 2.12 Retirement In cases where the retirement system retroactively changes the base upon which an employee must pay retirement contributions, the City will pay 50% of the employees ' retroactive charge. 8. Section 2.13 Holidays Library will be open the Saturday after Thanksgiving. 9. Section 2. 15 Leave of Absence Employees to pay own health premium while on leave of absence. 10. Section 2.18 (old)Bonus Incentive Program Program deleted. 11. Section 2. 19 Uniforms Animal Control Officers who must wear regular uniforms will be given $125.00 in 83-84. Expenses for new uniforms will be reimbursed by the City. 12. Section 2.20 Grievance Procedure Parties agree to meet and confer on the grievance procedure before June 30, 1984.
