fencing along: 1) walkway connecting Hilltop Park with First
Avenue and 2) adjacent to the Telegraph Canyon Creek

At the meeting of August 30, 1983, Council accepted a report on Telegraph
Canyon Creek (Fourth Avenue to Hilltop Drive) drainage problems submitted by
the City Engineer, City Attorney, and the Director of Public Works Operations.
One of the recommendations discussed in the report and accepted by Council was
for the City Engineer to return with a resolution appropriating funds to
construct fencing along the walkway connecting Hilltop Park with First Avenue
and adjacent to the Telegraph Canyon Creek undercrossings at Second Avenue and
at "V Street. The estimated cost of this work is $4300.
RECOMMENDATION: That Council appropriate $4300 from the unappropriated
balance of the Residential Construction Tax Fund to CIP Project RC26
(Construction of fencing at Hilltop Park walkway, Second Avenue and "L"
Street) .
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The August 30, 1983, report discussed and recommended both immediate and long
range solutions to the problems encountered along the drainage course.
Installation of the 6-foot high chain link fencing along the locations listed
above will alleviate an existing hazard for pedestrians in those areas.
Council appropriation of the $4300 amount will make it possible for staff to
bid the installation of the chain link fencing immediately. Due to the amount
involved, Engineering staff will informally bid the work which will allow an
early completion date. Staff estimates that the fences will be in place
within a one to two month period after the funds are appropriated by Council .
FISCAL IMPACT: The cost to install the chain link fencing is estimated at
$4300. Funds are available in the unappropriated balance of the Residential
Construction Tax Fund.

of the provisions of the Charter of the City of Chula Vista, or

contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
