By issuing licenses that are good for either one or two years from the month of issuance, we can begin to spread the workload throughout the year and in the process eliminate the need to prorate dog license fees. RECOMMENDATION: That the City Council 1. Amend Sections 6.20.020, 6.20.030 A & B, and 6.20.060 of the Municipal Code all relating to dog licenses. 2. Approve a Resolution amending the Master Fee Schedule relating to dog licenses, Section 6.20.040. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Every year, at calendar year end, Finance and Data Processing experience a peak workload demand for dog license renewals. The proposed changes as indicated will not only help distribute the workload throughout the year, but also will benefit the follow-up on non-renewed licenses since fewer dog owners will have to be contacted each period. We are not proposing to change the licensing period for current licenses expiring on December 31 if renewed by January 15. Renewals or new licenses issued after January 15 would be subject to the new processing. This will permit transition to the new system with the least amount of disruption to dog owners and to the City. The beginning number of the dog license tag and the color will indicate whether the license is a one year or two year license. The expiration date will be shown on the dog license renewal application form for the owner's information. The expiration date will be maintained by the Finance Department and also made available to the Animal Shelter. The purpose of excluding the expiration date is to permit the use of all licenses ordered and thus avoid waste and handling time. The amendments to the various sections of Chapter 6.20 of the City of Chula Vista Municipal Code relating to dog licenses are as follows: 1. Section 6.20.020 Required when-Period of validity. Change the Following Sentences From: "Dog licenses may be procured for either one or two calendar years. They shall be valid only during the calendar year or years for which issued and shall expire on December 31 ; provided, however, that application for the license or renewal of a license may be made on or before January 31 at the commencement of the period for which the license is being issued as provided in Section 5.20.030 (Ord. 1253 § 1 (part) , 1969: prior code § 4. 13. )" To Read As Follows: "Dog licenses may be procured for either one or two years. They shall be valid only during the year or years for which issued and shall expire on the month it was issued; provided, however, that application for the license or renewal of a license may be made subsequent to thirty days from the date on which the dog is required to be licensed under this Chapter." 2. Section 6.20.030 Application required-Procedure-Transfer licensing procedures. Change the Following Sentences From: A. "A separate application shall be made for each dog. The application shall be made on the form provided by the finance officer and shall be filed with the finance officer on or before January 31 of each year. ,f' /i3 4r Page 3, Item 13 a,b Meeting Date 9/27/83 If a dog is acquired by the owner or is brought into the city or reaches the age of four months after January 1 of any year, the owner shall apply for a license within thirty days thereafter. To Read As Follows: A. "A separate application shall be made for each dog. The application shall be made on the form provided by the Finance Officer and shall be filed with the Finance Officer. If a dog is acquired by the owner or is brought into the city or reaches the age of four months, the owner shall apply for a license within thirty days thereafter." 3. Section 6.20.030 Application required-Procedure-Transfer licensing procedures. B. Delete the word "calendar" from Paragraph "B." 4. Section 6.20.060 - Tag and receipt issuance-Tag to be worn by dog-Replacement-Fee. A. Delete "Bearing the expiration date of the license" from Paragraph "A." The amendments to the "Master Fee Schedule" are as follows: Section 6.20.040 Dog Licenses The dog license fees authorized by Section 6.20.040 of the Municipal Code shall Change the Following Sentences From: A. For licenses expiring at the end of the current calendar year when issued after July 1 $4.50 B. For licenses expiring at the end of the current calendar year when issued prior to July 1 $9.00 C. For licenses expiring at the end of the following calendar year if issued after July 1 $13.50 D. For licenses expiring at the end of the next calendar year if issued prior to July 1 of the current calendar year $16.50 Any dog license issued pursuant to this section shall be issued for one-half the fees required hereinabove for any dog if the certificate or affidavit is presented from a licensed veterinarian that said dog has been spayed or neutered. Section 6.20.040 to Read as Follows: A. For a one year license expiring on the month of issue $9.00 B. For a two year license expiring on the month of issue $16.50 Any dog license issued pursuant to this section shall be issued for one-half the fees required hereinabove for any dog if the certificate or affidavit is presented from a licensed veterinarian that said dog has been spayed or neutered.
