Such bids shall be received in the office of the City Clerk of the City of Chula Vista at the City Hall in the City of Chula Vista, California, and shall be opened and publically read aloud at the above-stated time in the Council Chambers of the City of Chula Vista in said City Hall. Each bid must conform and be responsive to this invitation, the Plans, Specificiations, and all the other documents com- prising the pertinent contract Documents. Copies of the Con- tract Documents are now on file and open to public inspection in the offices of the said City Clerk and in the office of the City Engineer at the above address, ' and may be obtained at either place by depositing $10.00 for each set. This deposit will be refunded if the set or sets of Contract Documents .. delivered are returned in good condition within 10 days after the bid opening. Each bid shall be accompanied by a certified or cashier' s check payable to the Owner, or a satisfactory bid bond in favor of the Owner executed by the Bidder as Principal and a satisfactory surety company as Surety, in an amount not less than ten (10%) percent of the maximum amount of the bid. The City of Chula Vista, California. ' Engineer - City Engineer, or his authorized deputy, agent or repre- sentative. 'Plans - All plans, profiles, 'maps or drawings which shot the location, character, dimensions and details of the work to be .done. Specifications - The written directions, provisions and requirements governing the procedure to be followed in connection with the performance and execution of the work; the quantities and qualities of materials to be used and'the method of measurement of quantities of work. work - The entire contemplated work to be' executed as indicated on the plans, and in accordance with the specifications. Contractor - Th.i`party or parties contracting to perform the work • covered by these specifications. A.S.T.M. E . �ia5 <oo • k/0-661 1 V METHODS OF CONSTRUCTION Open Excavation--- (a) The Contractor shall make all necessary excavation to construct the. work shown on the plans. Excavation shall include the removal of all water and all mater- ials or obstructions of any nature that would interfere with the execution of the work. The trenches and other excavations shall be. kept entirely free of water while concrete • .or pipe is being laid and until the concrete or mortar has had its final set. (b) The Contractor, at his own expense, shall provide sufficient pumping equip- ment and the operation thereof to remove ground water from the excavation. Water shall be disposed of in such a manner as to cause no injury to public or private property nor be a menace to the public health. • (c) If the bottom of the excavation is sufficiently hard that pits for pipe bells cannot• be readily excavated with a hand trowel, or if a pick is required for this pur- pose, the trench shall be excavated td a depth of one inch below the bells and refilled to grade with clean sand or pea gravel thoroughly compacted into place at the Contrac- tor's expense for all labor and material. (d) If any trench or tunnel thrQugh. neglect of the Contractor, be excavated below the bottom grade as•required by the plans, it shall be refilled to grade with clean sand or sand and gravel thoroughly compacted into place at the Contractor's expea8efbi all labor and material. (e) All water pipe extensions shall be made in trenches separate from those used for sewers. Unless otherwise specified, such extensions shall be laid in trenches having ', a depth of not less than 22 feet below the surface of the ground and located at a dis- tance from the sewer trench of not less than 3 feet. (f) At street 'crossings or where existing driveways occur on a street, the Con- , tractor shall make provision for trench crossings at these points, either by means of backfills, tunnels, or temporary bridges as the Engineer may direct. (g) There the foundation requires the use of gravel or crushed rock under the pipe, because of a soft, wet, spongy or unstable condition in the trench, gravel or crushed rock shall be used as required by the Engineer. Furnishing and placing this gravel or rock in the trench and making the necessary excavation shall be paid for as additional work as provided in Section 6, except that any wet or soft material, which in the opinion of the Engineer is• due to a lack of di- ligence on the Contractor's part in prosecuting the work and which was preventable by , 9 • •t' reasonable care, shall be removed and replaced With gravel or rock at the Contractor expense. (h) At least 6 inches ,in the clear between the otter surfaces of manholes and • - other structures shall be left between'the .embankments or timbering which may be used to protect them.. f'i) In the event that blasting is necessary in excavating,;the blast shall be blanketed with timber mats. -No blasting shall be done within 5 feet of any.wate +,`, gas; _ a4 ' sewer or other pipe, main or conduit, intersecting or parallq ing 'the excavation , , Special permission, in writing, must be obtained from the Engineer before any blast134 ` will be permitted. r" ' Width and Depth of Trench--- (a) Minimum-Width of Excavation. For sewers in trenches the minimum tidth of ez- cavation shall be' 12 inches (6 inches on each side) more than the exterior diameter of ' the pipe exclusive of'sockets and branches. Bracing Excavations--- (a) 'Excavations shall be so braced and supported that they will be safe, and. the ground alongiOIde the excavation will not slide or settle,, and all existing improvements of any,kind, either on public or private property, will be fully protected from damage. �r tiz 1 If any damage does result to such improvements, the Contractor shall make the neces- sary repairs or reconstruction at his own expense and as directed by.-the Engineer. Sheet piing and other timbers shall be drawn in such'a manner as to prevent caving of the walls of the excavation. • • • • • • • • • • • • • • • + • • 0 4 Pipe Laying--- (a) All pipe shall be laid without break, "up grade from structure to structure, with bell ends of the pipe up grade. Pipe shall be laid on an unyielding foundation with joints closely and accurately fitted true to line and grade and with a uniform ' bearing under the full length of the barrel of the pipe. Suitable excavations shall be made to receive the bells of the pipe. - (b) Special care must be taken to secure a perfect filling of the annular space- ' in pipe joints in the bottom, sides and top. Previous to the placing of the jointing material, the annular space, together with the surface of the pipe, bounding the• same, shall be completely freed of all dust, earth, sand, small stones, water or other matter. _ (c) t1here any portion of .the trunk sewer is located within 10 feet of any tree • . (measured horizontally from the center line of the sewer to the center of the tree) the removal of which is not included in the contract for the sewer improvement, the joints of the pipe shall be entirely encased in 4 inches of 1:2 mortar (Soetion 2 114, and no additional compensation for the placing of such mortar will be allowed. Whenever the Engineer finds it necessary to' encase the joint of any pipe in mortar, exclusive of the,, foregoing and where it cannot be ascertained in advance, payment shall be made fbr such additional work as provided for in ,Section 61% entitlednadditional work." (d) Whenever the sewer is found to be endangered, in the opinion of the Engineer, by poles near the line of the sewer, such sewer shall be encased in concrete, ao per-- • plan S- a 110. The cost of such encasement is included in .the price bid per linear foot . of sewer and no additional compensation for the placing of such concrete will be'allowed. ' (e) ,^,There the trunk sewer is located under existing or proposed steam or"•electric, railway tracts, under existing or proposed manholes, storm drains, sewers or '-irrigation '° -` lines, it shall be encased in ,Class "B" concrete of the dimensions as shown on the plus, and no additional compensation for the placing of such concrete will be allowed. If • such encasement is not shown or 'indicated on the plans 'and required.by the Engineer-pay- ment shall be made for additional work' as provided for in Section *entitled "Additional • work" (f) Walking on, or disturbing the pipe in any manner, after the joints have been made, will not be permitted, , (g) At the close of each -day's work, or whenever the work ceases for any reason, , the end of the pipe shall be protected with a close fitting stopper. ' (h) The entire annular space in all pipe joints between the exterior of the bar rel and the interior of the socket shall be completely filled as specified below0 . - 5 • • ■ '* Backfilling Trenches in Streets, Roads and Other Improved Areas a Trenches in or through improved areas £hall be backfilled in layers 1• not exceeding six inches in thickness; each layer beitg properly dampened and thoroughly tamped°by means of machine or hand tampers before the.next layer is placed thereon. No flooding of trench backfill will be al-. lowed in improved areas. - • S ' • • • • • { -=� • r G1 RESTORING TRENCH OR STREET SURFACE, CONCRETE WORK, ETC. • (a)` All streets or alleys in which the surface is removed, broken or damaged, or in which the ground has caved in or settled, due to the installation of the improve- ments, shall be resurfaced and brought to the original grade and crown section by the Contractor, as indicated on the plans and as specified hereinafter under Trench and Street Resurfacing. ' k ;,, . • ..ar • DISPOSAL OF M?'i'VIAI$ (a) Material excavated in streets and roadways shall be laid alongside 'of the trench and kept trimmed up so as to cause as little inconvenience as possible to the public. Free access shall be provided to all fire hydrants, water gates, meters and private drives, and means shall be provided whereby storm and waste water can flow in the gutters uninterruptedly. (b) All material excavated in streets, roadways, and rights of.way, not required for backfilling, shall be promptly removed and disposed of by ,the Contractor. (c) No surplus material shall be dumped on private property unless written per- mission signed by the owner of the property is furnished the Engineer. • • • 9 $t 4q . • Y a t 4 • • VITRIFIED CLAY PIPE . 3• ri (a) Classes and Quality. Vitrified clay pipe shall be of two classes, desig- nated respectively as Standard Strength and Extra Strength; they shall,be first. quality, durable, vitrified., sound, of well burned clay throughout their entire thickness, and must give a clear metallic, ring when struck with e hammer. Pipe may be glazed bx un- glazed, except that the bore of all 4 inch pipe shall be covered with a ceramic glaze"- of uniform quality. The glaze shall adhere firmly ,to the pipe, and be free from chips, crazes, blisters, hair cracks, or other imperfections. (b) Glazing. There pipes are glazed, not less than 95% of the interior surface " shall be glazed. ' (c) . Shape. All pipe or fittings, except as herein provided, shall have a socket end and a spigot end. The spigot ends •shall be true, circular and concentric with the barrel of the pipe, be cut off on a'plane at right angles to the longitudinal axis of the pipe and at nocpoint shall the thickness of the shell of the extreme outer end of the spigot be less in thickness than the shell of the main body of the pipe. The socket ends shall be square with the longitudinal axis and shall,be true, circular and .coneen- ' x trio with the barrel of the pipe,`;., (d) Scoring. All pipe and fittings shall be scored.,on the inside of the socket and on the outside of the spigot, said scorings to be triangular shaped or -circular :,. . shaped grooves approximately 1/8 inch in depth and 1/8inch in width. The minimum num- ber of scorings shall be 2 for pipe.10 inches and under and 3 for pipe over 1Q, inches in diameter. (e) When so specified, pipe or fittings need not- be socket pipe, but the type of joint shall be acceptable to the Engineer. The ends of all pipe or fitting's shall bp_ . so formed that, when they are- laid together and the joints made, they shall constitute a continuous and uniform line of pipe, and shall have a smooth °and regular interior surface. S (f) Identification 'Marks. All pipe or fittings shall be clearly marked With the • " S name of the manufacturer or with a trademark of a size and.type which has been approved by and filed with the Engineer. The- manufacturer shall stamp or stencil clearly on each pipe. or fitting marks indicating the class and quality of pipe. . 10 ry • • (g) Lengths. The length of straight pipe of all sizes (except straight end pipe)', exclusive of socket length, shall not be less than 3 feet. Straight end pipe shall be not less than 5 feet in length. . For special purposes shorter lengths may be used. (h) Dimensions. The dimensions of Standard Strength and Extra Strength Vitrified ' Clay Pipe shall be as given in the tables below. . The annular space is the space between the inside of the socket of one pipe or fitting and the outside of the spigot of another pipe or fitting when placed in said socket. The minimum annular space as shown in Column 5 of the above tables shall be measured at the end of the socket farthest from the base of the socket. The space -at the base of the socket, known as the caulking space, shall be not less than 1/2 the minimum annular space herein defined. • (i) Limits of Permissible Variations. All pipe and fittings shall have smooth interiors and shall be free from injurious cracks, checks, blisters, broken extremities, or other imperfections. The following imperfections in the barrel or socket of a pipe or fitting will be considered injurious and cause for rejection: 1 I �. When variation in any dimension exceeds the permissible variation given in table above. A single crack in the barrel of the pipe o-r fitting which extends through the en- ' • tire thickness, regardless of the length ofssuch crack. A single crack which extends through 1/5 of the barrel thickness or•is more than 3 inches long. Any surface fire crack which is more than '3 inches long. Any surface fire crack which is more than 1/32 inch wide at its widest point. Lumps, .blisters, pits, or flakes on the interior surface of a pipe or fitting. When the barrel or socket of the pipe or fitting varies from a true ,circle more . than 3 per cent of its nominal diameter. i• When a pipe"or fitting, designated to be straight, exhibits. a deviation from a straight line of more than 1/8 inch per linear foot. The deviation shall be measured from a straight edge -on the concave side, and shall be computed by dividing the total deviation, measured in inches by the total length in feet of the pipe or fitting ex- clusive of the socket. • Any piece broken from the spigot end of the pipe or fitting. (k) Stoppers. A stopper as shown on Standard Plan for Stopper shall be furnished 'with each Y or T branch.— (1) Branches. Branches shall be furnished with the connection or .connections of the size or sizes specified, securely and completely fastened to the' barrel of the pipe in the process of manufacture. This shall be accomplished by fusion during vitrifica- tion -of all sizes of salt-glazed'vitrified clay pipe and of unglazed vitrified clay ' pipe 18 inches or less in diameter. For unglazed vitrified clay pipe 21 inches or more in diameter, fusion during vitrification will not 'be required. However, in addition to ' other -fastening material of unit strength equal to the unit strength of the material of the pipe, there 'shR71 be a reinforcing collar of cement mortar around the outside of the joint, none of which cement mortar shall be exposed on the interior 'surface of the pipe. T branches shall have. their axes perpendicular to the longitudinal axis of the pipe. Y branches shall have their axis approximately 45 degrees. (unless otherwise specified on the plan) to the longitudinal axis of the pipe, :ieasured from the socket .end. All branches shall terminate in sockets and the barrel of the branch shall be of'sufficient length to permit making a proper joint when the connecting pipe is inserted_ in the branch socket. ' 12 F • -mow w�� R = w • i • •t • - (m) Hydrostatic Pressure and Loading Tests. • • 1. General. It ie the intent of these specifications that all.pipe used on the work shall meet the requirements of the hydrostatic pressure test and loading , test specified herein. , 2. Selection of Test Specimens. When required by the Engineer to be tested, the pipe shall be selected at random, not to exceed one pipe for each 400 feet or por- tion thereof of each size and class of pipe to be laid. The minimum number of speci- mens selected .for testing shall be 3 for each size and class of pipe. The specimens•vselected for testing purposes shall be sound pipe having di- mensions consistent with these specifications. . The lot or lots from which the test sariples are taken shall be sufficient to fill the entire.order for that size of pipe used in the work under the eohtract, and if they 'pass the tests shall be-so designated and•marked. 3. Hydrostatic Pressure Test. The hydrostatic pressure test shall precede the loading test by not less than one hour nor more than 3 hours and shall be applied to all the specimens received for test in each size and class of,pipe. When subjected to an internal hydrostatic pressure test of 10 pounds per . square inch for the time shown in the following table, the accumulated moisture on the exterior surface of the pipe shall not run down the sides in such quantity that it will • exceed 10 milliliters. Loading Test. The loading test shall be either sand bearing or 3-edge bearing. The loading test shall conform in manner to that specified in A.S.T.M.Std. Spec. C 13-44 T for the type of test selected for testing. The pipes shall be joined by caulking with dry oakum, jute or other suitable material and by pouring and filling the annular space be- tween bell and spigot with a coal tar compound. The compound shall comply with "Speci- fications 'For Clay Pipe Jointing Compound, C.P.I.-2", `for the Pacific Coast Clay Products Institute. Making The Joints---The pipe shall be firmly pressed home .so it is properly seated and butted. Then the joint shall be caulked so that pipe is lined up and centered leav- ing sufficient annular space completely around the pipe to receive the compound. Close the bell with running rope, hose or gasket, leaving a pouring gate at the top. Heat the compound in a clean kettle to a temperature that will secure maximum adhesion, ap- proximately 350° F. in warm weather and approximately 450° F. in cold weather, and pour it into the gate so it will run completely around the pipe and solidly fill the bell. Directions for Use=--Bitumastic Joint Compound CPI-2 is melted for use. Split the drum lengthwise with an axe and fold it back flat and the sheet of metal will serve to keep the Compound out of the dirt. Chop the Compound into chunks. Small amounts may be melted in a riveted or welded bucket and large amounts are melted in regular tar ket- tles. Kettles should have smooth round bottoms without pipes or other obstructions in them. Kettles should be clean and free of all other materials. Stir the Compound in the kettle and keep it mixed while it is being used. When the Compound is liquid and ' of easy pouring consistency, draw it from the kettle into buckets, pitchers, pouring cans or ladles, and pour into the pipe joint. As melted material is taken out of the kettle, fresh cold Compound is added to maintain "the supply. if work is interrupted, lower the heat on the kettle so it will not be hardened too much by over-cooking. Keep the Compound, kettle and pouring containers free of dirt or foreign matter. When the pouring containers become caked with cold Compound they can be immersed in the kettle , and "boiled out". 0 Caution---When liquid, Bitumastic Joint Compound CPI-2 has a temperature above the boiling point of water, so be careful if the ditch holds water. Do not use containers that are made with solder. Tear gloves and proper-shoes to protect yourself in case of accidental spilling. Keep the kettle and hot Compound away from children. If the smoke irritates the skin, protect the face with an unguent or cream. If the Compound catches • fire due to flames reaching the top of the Compound, smother the fire with a cover. TESTS F+`OR LEAKAGE IN SE MS (a) Unless excessive ground water is encountered, each section of sanitary sewer, between two successive structures, shall be tested by closing the lower end of the . sewer to be tested and the inlet sewer of the upper structure with stoppeIrs, and filling; the pipe and structure with water to a point 4 feet above the invert of the open sewer in the upper structure, or to a height of 10 feet above the invert of the sewer in the lower structure, which ever gives the least hydrostatic pressure on the lower structure. Where the difference in elevation between the invert of the upper structure and the invert of the lower structure is more than 10 feet, no test need be made. (b) The allowable leakage will be computed by the formula: D = 0.0002 L rr H Where: D is the allowable drop in feet per minute in-height of water in the upper structure. L is the length in feet of the sewer tested (does not include the length of house connections entering the section being tested) . H is the difference in elevation, in feet, between the invert of the closed sewer in the lower structure and the surface of the water .in the upper struc- ture or'the head of water on the invert at closed 'end of sewer. (c) If the leakage, as shown by the test, is greater than allowed by the formula, the pipe shall be overhauled; and relaid , if necessary until the joints shall hold satis- factorily'under 'this test. All tests must be completed before street or trench is re- surfaced. • • • • • . • • TESTS FOR FILTRATION (a) If, .in the construction of a section .of the sewer ,between structures, excel- , _ sive ground water is encountered, the test for leakage, described in 'Tests for Leakage in Sewers , shall not be used, but instead, the end of. the sewer at the upper structure shall be closed sufficiently to prevent the entrance of water; and pumping of ground water shall, be discontinued for at least 3 days after which the section shall be tested for infiltration. The infiltration.shall not exceed 2/10 gallon per .minute, per inch of diameter, per 100b feet of main line sewer being tested and 'does not include the length of house connections entering that section, :'here any infiltration in excess of this amount is discovered before completion and acceptance of the sewer, the. sewer ' shall be imane6iately uncovered and the amount of infiltration reduced to a quantity within the specified anount before the sewer is accepted. Should, however, the infil- tration be less thanythe specified amount, the Contractor shall stop any individual leaks that may be observed, when ordered to do so by the Engineer. (b) The Contractor,shall at his own expense, furnish all materials for making the tests required under direction of the Engineer. On or about the first day of "the month next.following the commencement of • the work, there shall be paid said Contractor a sum equal to ninety pet cent (90g , of the value of the work completed since the commencement of the work, and there-' after on or about .the first day of each successive month as the work progresses j similar paymehts shall be made equal to ninety per cent (90%) of the value of the work completed since the commencement of the work, less all previous payments. The final payment, if unencumbered, or any part thereof unencumbered, shall be made thirty-five (35) days after the acceptance of the work by the said Owner. Said payments .thall be made by demands drawn in the manner required by law, ac- companied-by a certificate signed by the Engineer, Otating that the work for which payment is demanded has been performed in accordance •with the terms of the Contract, and that the amount stated in the,certificate is due and er' the terms of the Con- . tract. Partial payment on the 'contract price shall not be considered as an ac- • ceptance of any part of the work. It is further agreed by and between the parties hereto, including the surety or sureties on the bonds attached to this contract, that in the event it is deemed necessary to extend the time of completion of the work contemplated to be done under this contract, said extension may be granted by the Council, 'end shall in no .. way affect the validity of this contract or release the surety or sureties on the bonds attached hereto. That it is agreed that if any additional work shall be done under the terms • of this contract 14 order of the Engineer, for which a unit price has been bid as hereinbefore .set forth, the Owner, shal l pay the Contractor an additional amount in accordance with the terms of said unit price bid, as set forth a) ove; and if any work to be done under the terms of this contract for which a unit price has been•bid shall be omitted by order- of the Engineer, then the sum or sums to be paid said Contractor under .the terms of this contract shall be reduced because of said omissions in an amount to be determined by multiplying the unit price bid for said work, ,as set forth above by the number of units of said work omitted. . THIRTEENTH: Time is of the essence of this contract and if the Contractor fails to complete the work required by this contract within the time herein fixed, the Contractor shall become liable to, and shall pay the Owner all costs of ad- ditional supervision and/or inspection as shall be caused by the failure of .the Contractor to complete the work within the time herein .specified.
