RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING THE PROPOSED "TELEGRAPH CANYON SOUTH PART II
(SUNBOW) ANNEXATION"
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, an original application was filed by petition of Rancho
Oel Sur with the Local Agency Formation Commission in February 1987, for the
annexation of approximately 611 acres from the unincorporated area of the
County to the City of Chula Vista, and
WHEREAS, the final application and petition were certified as
sufficient by LAFCO on December 21, 1989, subsequent to City certification of
the project E.I.R., and adoption of the General Development Plan establishing
City zoning for the property, and
WHEREAS, the 611.53 acre subject territory is a variably shaped
area generally south of Community Hospital, east of the City limits at Greg
Rogers Park, and north of the County Landfill (as described in attached
Exhibits B and C), and
WHEREAS, the proposed annexation area is within a Special Study
Area for the Sphere of Influence, and thereby necessitates a concurrent change
to the Sphere boundary, and
WHEREAS, on January 8, 1990, the Local Agency Formation Commission
adopted a written Statement of Determinations making changes to the Sphere of
Influence boundary, and adopted a resolution approving the proposed annexation
{Reference No. CA87-3), and
WHEREAS, an Environmental Impact Report {EIR-88-O1 with addendum)
was prepared for the Sunbow development project in September, 1989; EIR-88-O1
and the addendum were certified according to the provisions of CEQA by the
Chula Vista City Council at a public hearing held December 5, 1989, by
Resolution No. 15424, and
WHEREAS, in accordance with the regulations of the Cortese/Knox
Local Government Reorganization Act of 1985, the LAFCO has designated the City
of Chula Vista as conducting authority and referred the matter for
determination, and
WHEREAS, the purpose of the annexation is to facilitate development
through the provision of a full range of municipal services by the City of
Chula Vista, and

WHEREAS, the property to be annexed shall be taxed for general
bonded indebtedness of Chula Vista, and
WHEREAS, the re9ular County assessment roll shall be utilized, and
WHEREAS, pursuant to Sections 57002, 57025, 57026 of the Government
Code, the matter was set for public hearing at the Council meeting of February
20, 1990 at 6:30 p.m. in the Council Chambers.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista approves the annexation with boundaries as described in Exhibit C
(metes and bounds and map as approved by LAFCO, January 8, 1990) attached
hereto, subject to the following terms and conditions:
1. The boundaries of the territory as described in Exhibit C are
definite and certain.
2. The boundaries of the territory do not conform to the lines of
assessment and ownership.
3. The City Council does hereby approve the proposed Telegraph Canyon
South Part II (Sunbow) Annexation consisting of approximately 611.53 acres of
uninhabited territory from the County of San Die9o to the City of Chula Vista,
pursuant to Government Code Section 57082.
4. The City of Chula Vista does hereby order said annexation.
5. The City Clerk of the City of Chula Vista be, and she is hereby
authorized and directed to transmit a certified copy of this resolution in
accordance with Section 57200 of the Government Code.

All those portions of Fractional Sections 17 and 18, Township 18 south, Range I west, San
Bernardino Base and Meridian, in the County of San Diego, State of California, according
to United States Government Survey and portions of Quarter Sections 64, 65, 66, 67, 90 and
91 of Rancho De La Nation, according to Map thereof No. 166, filed in the County
Recorder's Office of San Diego County, May 11, 1869, lying within the following described
boundaries:
Beginning at the northwest corner of the northeast quarter of said Quarter Section 67;
1. Thence south 17°53'14' east, 990.00 feet along the westerly line of said northeast
quarter to point "A*;
