HomeMy WebLinkAboutReso 1990-15506 ~ESOLUTION NO. 15606 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTION AMENDMENTS TO THE GENERAL PLAN The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, at its November 21, 1989 meeting, the Chula Vista City Council considered the Chula Vista General Plan Task Force's proposed amendments to certain land use, residential density, and residential clustering policy provisions of the recently-adopted General Plan, and WHEREAS, at the conclusion of the consideration of the proposed amendments, the Council expressed concern over Section 4.1's definition of net density within cluster projects; Section 4.1's area criteria for lots in cluster projects in "Low Density Residential" neighborhoods; and, Section 6.2's authorization of density credits for territories designated "Open Space" on the Plan Diagram of the General Plan, and WHEREAS, Council referred the proposed amendments back to the Task Force for its restudy of those provisions of Sections 4.1 and 6.2 and its recommendations related to the said provisions, and WHEREAS, the Task Force has completed its restudy of its proposed amendments to the General Plan, prepared recommended changes to Section 4.1, addressed the density-credit provision of Section 6.2 as embodied in the attached Task Force report, dated January 11, 1990, and WHEREAS, according to the Environmental Review Coordinator, additional environmental assessment is not required by the proposed amendments or their revisions as the said amendments are covered by EIR-88-2. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does adopt the following amendment to the General Plan in the accordance with the General Plan Task Force's recommendations: 1. Add a new second paragraph to the second page of Section 4.1 of the text of the General Plan. This paragraph reads: In the computation of the net density of a cluster project, governed by Section 6.3 of this text, the "area devoted to residential use only" is not confined to the buildable lots and condomlnium units. It also includes the landscaped usable common green and common areas which are integrated into the project, and made an essential part of its townscape. Resolution No. 15506 Page 2 2. Amend the first paragraph under the "Residential Low (0 to 3 Dwelling Units per Gross Acre)" heading of Section 4.1. This paragraph, upon amendment, would read: "This category includes single-family detached dwellings on large rural, and estate-type lots. This is the predominant character of existing residential neighborhoods within and adjacent to the Sweetwater Valley. This is also the appropriate residential land use for areas with variable terrain of relatively steep slopes, and the areas adjacent to the proposed Greenbelt. In addition, under the concept of cluster development, single family detached dwellings on ~W~//S4/Z/e~ minimum 7,000 square-foot lots may be permitted." {/////Proposed deletions; Proposed Addenda) 3. Amend the first paragraph of Subdivision 3 of Section 6.2 to technically conform it to the revision approved November 21, 1989, to read as follows: "It may be determined that the appropriate density for a project should be above the midpoint of the range. In such instance, the project shall contain features which provide exception and extraordinary benefits to the residents of the City of Chula Vista, as interpreted by the City Council after review by the Planning Commission."
