RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROPRIATING FUNDS FROM BAY BOULEVARD LIGHTING AND
MAINTENANCE DISTRICT RESERVE TO RELOCATE CHAIN-LINK FENCE
ALONG BAY BOULEVARD
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, the installation of chain-link fencing along Bay Boulevard
in front of the Soup Exchange is required in order to discourage restaurant
patrons from crossing Bay Boulevard at mid-street, and
WHEREAS, since the installation of this fence, southbound vehicular
traffic has failed to negotiate the curve in front of the restaurant on five
occasions and substantial damage has occurred to the fencing and landscaping
each time, and
WHEREAS, to help mitigate the problem at this section of the road,
the Traffic Division has added reflectors and signage, but accidents continue
to occur, and
WHEREAS, Parks and Recreation explored the idea of installing a
crash barrier with continual reflectors along the curve to reduce the damage
to the landscaping and fencing, and
WHEREAS, the Traffic Engineer recommends against using a crash
barrier in this location and recommends an alternative solution of relocating
the fence to the other park side paralleling the landscape, and
WHEREAS, the cost of relocating the fence is $1,250, but the
District does not have sufficient funds in the current operating budget for
this expenditure, and
WHEREAS, a special appropriation from the reserve account is
necessitated for this repair.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista does hereby appropriate $1,250 from the Bay Boulevard Lighting and
Maintenance District Reserve to relocate the chain-link fence along Bay
Boulevard.
