RESOLUTION NO. 1131
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA PRESCRIBING THE METHOD FOR
ENFORCEMENT OF THE' PARKIN G METER ORDINANCE
Whereas Ordinance No. 370 of the City of Chula Vista
provides, among other things, that the City Council shall provide
for the installation of parking meters, curb and street marking
lines, and the regulation and operation of parking meters; and
Whereas pursuant to such authority the City Council of the
City of Chula Vista desires to prescribe a method for enforcement
of- the provisions of said Ordinance;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHULA VISTA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the Chief of Police shall designate a police
officer whose primary duty shall be to maintain the parking meters
in workable condition, and to take the parking meter number and
the state vehicle license number displayed on all vehicles parked
next to a parking meter where the meter indicates that the parking
period for which 'the driver had paid a fee pursuant to the Ordi-
nance had expired.
SECTION_ 2. The police officer shall thereupon deposit a
five cent coin in the meter and place a violation ticket in a
conspicuous place in or about the vehicle together with an envelope
on which shall be printed 'substantially the following:

Realizing that you may have been inadvertantly
detained, he has placed a nickel in the meter
for you from a fund supplied by the MERCHANT' S
COMMITTEE of the CHULA VISTA CHAMBER OF COMMERCE.
This protects you for one hour only.
Please present this envelope together with your
violation ticket, to Police Headquarters, City
Hall, Chula Vista, and the customary fine will

be suspended. If violation ticket is not
presented to Police Department, or mailed
within 4$ hours, • vialator is subject, to a
fine not less than $1.00 nor tore than $50.00.
This envelope is also° for your convenience
in reimbursing `our Courtesy Fund, if you so
desire. '
Meters speed parking space turnover, thereby
giving you a convenient place to park. By
observing the parking limit, you help your neighbor
and yourself.

SECTION 3. , Where an offender returns the violation ticket
and envelope to Police Headquarters within•O. hours, as suggested
on said envelope; the officer shall not•make. complaint 'charging a
violation of the Ordinance. Where the violation ticket and envelope
are not so delivered to police headquarters, the officer shall make
complaint for a violation' of "Ordinance No. 370 in the City Court
of the City of Chula Vista.
SECTION 4. The City of Chula Vista shall not furnish or bear
the cost of furnishing the five cent coins or envelopes above men-
' tioned. The Courtesy Fund and contributions to the Courtesy Fund
shall be kept in the custody of the Chief of Police. On the first
and fifteenth day of each month, all sums in such fund over'and

above the sum of $15.00 shall be delivered by the Chief of "
Police to the Finance Officer of the City of Chula Vista, and
depesited by him in the parking meter fund of the City of Chula
Vista. Such sums shall after, deposit become the property of
the City of Chula Vista in consideration of services provided
by the City as specified in Section 10 of Ordinance No. 370:
SECTION 5. All other types of violations of said ordi-
nance shall be enforced by complaint in the City Court of the
City of Chula Vista.
SECTION 6. the above method of regulation shall be con-
tinued on a trial basis for the period of 90 days, unless sooner
modified or terminated by resolution of the City Council and
may be extended by resolution of the City Council.
