HomeMy WebLinkAboutAgenda Statement 1983/09/27 Item 6 COUNCIL AGENDA STATEMENT Item 6 Meeting Date 9-27-83 ITEM TITLE: RESOLUTION 1/$17- APPROVING MOU CONCERNING WAGES AND OTHER TERMS AND CONDITIONS OF EMPLOYMENT WITH THE WESTERN COUNCIL OF ENGINEERS FOR FISCAL YEAR 1983-84 SUBMITTED BY: DIRECTOR OF PERSI ANil (4/5ths Vote: Yes No X ) REVIEWED BY: CITY MANAGE The City's negotiating team has concluded a Memorandum of Understanding (MOU) with the Western Council of Engineers (WCE) , which has been ratified by their membership. Various changes to the existing MOU are indicated below. RECOMMENDATION: That Council adopt resolution. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION The 1983-84 MOU with WCE includes the following changes: 1. Section 2.01 - Wages Effective July 8, 1983, classifications represented by WCE shall be granted a salary increase, as indicated in the MOU; which is within established guidelines. 2. Section 2.02 - Out of Class Assignment This section has been changed to make it conform to Personnel practices for other employees. Additionally, the additional pay would begin on the llth rather than the 21st working day of these assignments. 3. Section 2.03 - Extraordinary Service This section has been changed to make the request for extraordinary service pay be employee-initiated rather than supervisor-initiated and has been changed to a one-time bonus rather than a percentage increment for 3 months. 4. Section 2.10 - Employee Benefits A. The amount allocated to each represented member for the cafeteria system of benefits shall be increased to an amount, as indicated in the MOU; which is within established guidelines. B. A section clarifying market basket administration and precluding non-emergency use between June 11 and June 30 has been added. C. In an effort to contain health plan costs, a section wherein WCE agrees to meet and confer on the establishment of preferred provider organization plan and pre-hospitalization/concurrent admission review plan at such time said plans are available has been added. Form A-113 (Rev. 11/79) • 6 Page Two, Item Meeting Date 9/27/83 5. Section 2.11 - Retirement A section in response to the Rose v. Hayward court case has been added. The Rose v. Hayward case added certain employee benefits to employees' gross salaries for the purpose of figuring employee retirement contribu- tions and thus required employees to pay more in retirement costs. 6. Section 2.13 - Vacation The section on vacation has been changed to conform to the City's Civil Service Rules which were modified in response to the Suastez court case. The Suastez court case mandated that employees be paid for vacation that they had earned, precluding any minimum time of employment. 7. Section 3.02 - Term and Effect of MOU This section has been changed to more fully comply with State law. FINANCIAL IMPACT The total additional annual cost for the compensation package is $19,488, which falls within the established guidelines.
