Al Wylie Associates, a local sign company, has applied for an encroachment
permit to place a directional sign within the City's right-of-way for
Telegraph Canyon Road at Paseo del Rey. The sign is to direct the public to
the sales office and model homes in El Rancho del Rey, Unit #6.
RECOMMENDATION: That the Council adopt a resolution approving the subject
encroachment permit and authorize the City Engineer to issue the same.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The Gersten Companies are now in the process of selling new homes in El Rancho
del Rey, Unit #6 subdivision. The model homes and sales office are at East
"J" Street and Paseo del Rey. In order to direct traffic northerly from
Telegraph Canyon Road, the developer would like to place a sign at the
northwest corner of the Paseo del Rey - Telegraph Canyon Road intersection.
The intention is to locate the sign between the road and Telegraph Canyon
channel which falls within the City's right-of-way. On August 16, 1983,
Mr. Scott Wylie, acting as agent for Al Wylie Associates, made application for
an encroachment permit to erect the sign at this location.
The top of the sign is to be 3-1/2 feet high. It will be double-faced with a
single 4"x4" post. The sign face is shaped like an arrow as shown on the
attached exhibit.
The request has been reviewed by the Planning Department. They have no
objection as long as the placement is temporary in nature. The size is within
the limits set for directional signs of this type.
The Council approved a similar request for Stafford-Gardner when Casa del Rey
Subdivision was being developed. This permit was limited to a period of one
year.

The sign will be located so that it will not create a traffic hazard by
obstructing sight distance.
I recommend approval of this encroachment permit with the condition that it
expire in six months, with extensions to be approved at staff level as is the
case with similar signs on private property. A maximum of two extensions of
one year each is allowed under that process.
