HomeMy WebLinkAboutAgenda Statement 1983/09/20 Item 6 CITY COUNCIL AGENDA STATEMENT Item 6 Meeting Date 9/20/83 ITEM TITLE: Resolution Approving an agreement with Community Systems Associates, Inc. for redevelopment planning and implementation services for the Otay Valley Road Redevelopment Project Area and appropriating funds therefor SUBMITTED BY: Community Development Directorfit/5ths Vote: Yes X No ) REVIEWED BY: City Manager, On September 1, 1983, the Redevelopment Agency accepted a report on the establishment of a redevelopment project area in the Otay Valley Road area and directed staff to negotiate an agreement with Community Systems Associates, Inc. (CSA) for services relative to establishing the area as a redevelopment project area prior to enactment of pending restrictive legislation. On September 14, the Redevelopment Agency approved the preliminary plan for the Otay Valley Road Redevelopment Project and appropriated funds for the purpose of reimbursing the City for the cost of the proposed agreement with CSA. RECOMMENDATION: That Council adopt the resolution approving an agreement with CSA for redevelopment planning and implementation services for the Otay Valley Road Redevelopment Survey Area and appropriating $50,000 for the cost of the agreement and other costs associated with the Redevelopment Project. BOARDS/COMMISSIONS RECOMMENDATION: On September 14, the Planning Commission and the Redevelopment Agency approved the preliminary plan for the Otay Valley Road Redevelopment Project. DISCUSSION: As pointed out in the September 1 report, the shortness of time available and the complexity of the required documents necessitate the timely employment of a consultant with expertise in preparing and processing redevelopment plans. CSA is already involved with Berryman and Stephenson, Inc. in the Otay Valley Road Study contract, and CSA has submitted a proposal to us to quickly complete the process of creating a redevelopment project area. Given CSA's current involvement in the project and its substantial experience and recognized expertise, and recognizing the critical time factor, it is appropriate to negotiate with CSA rather than engage in the RFP process. The advantages and disadvantages of contracting for these services in an attempt to make the January 1 deadline for establishing the redevelopment project area have been discussed with the Redevelopment Agency on September 1. The tentative schedule presented to the Agency at that time remains substantially the same, except that step 1 , the preliminary plan approval, has been accomplished. The remainder of the schedule is repeated for your information below: Page 2, Item 6 Meeting Date 9/20/83 September 16: Notice of preparation of EIR, plan, and legal description sent to State Board of Equalization, local taxing jurisdictions and responsible agencies October 25: Agency approves draft EIR October 26: Notice of Completion of EIR November 2: Planning Commission reviews draft EIR and draft final plan November 15: Agency calls for joint public hearing on plans November 22: Publish notice of public hearing December 6: December 13: December 12: Last day to receive comments on draft EIR December 14: Final EIR completed December 15: Agency adopts report to Council December 20: Public hearing, First reading of ordinance December 30: Second reading of ordinance The attached agreement with CSA in summary provides the following products, with the end result being the establishment of a redevelopment project area: 1. Project Survey Maps 2. Preliminary Redevelopment Plan 3. Redevelopment Plan 4. Environmental Impact Report 5. Agency's Section 33352 Report to the City Council 6. Planning Commission Report 7. CEQA and Redevelopment Plan Notices Preparation of all documents and public presentations are included in the contract. The contract is for an amount not to exceed $30,000, with services provided based upon the actual cost of time and materials subject to the Standard Rate Schedule attached to the agreement. Payment would be made on a monthly basis in response to invoices and backup documentation. FISCAL IMPACT: The total appropriation of $50,000 proposed from the General Fund would be appropriated to Account 100-0260-5201 , Professional Services. Of that amount, $30,000 would be encumbered for the agreement with CSA, and the additional $20,000 would be available for other costs associated with the creation of the project. On September 14, the Redevelopment Agency appropriated $50,000 to Account 990-9901-8202, Other Specialized Services, for reimbursement to the City of the above-proposed costs, under the terms of the cooperative agreement existing between the City and the Redevelopment Agency.
