HomeMy WebLinkAboutAgenda Statement 1983/09/20 Item COUNCIL AGENDA STATEMENT Item 5 Meeting Date 9/20/83 ITEM TITLE: Resolution //3 ?) -Amending the contract with Sedway Cooke Associ ates SUBMITTED BY: Community Development Directo 4/5ths Vote: Yes No x ) REVIEtED BY: City Manager, In order to implement the land use component of the Local Coastal Plan for the Chula Vista Bayfront, an implementation plan must be prepared and presented to the Coastal Commission for review. As part of the Sedway Cooke consultant contract, option 8 was provided for the preparation of an implementation program at a cost of $20,000. The City Council is requested to amend the contract to direct Sedway Cooke to prepare the implementation plan at this time. In addition, compensation for work associated with their work program for the Land Use Plan, items 2 through 7, is also provided as part of the contract amendment. RECOMMENDATION: That the Council adopt the resolution amending the contract with Sedway Cooke Associates for the preparation of an implementation plan and for additional services. BOARDS/COMMISSIONS RECOMMENDATION: The California Coastal Commission requires that an implementation plan to carry out the land use provisions of the Local Coastal Plan be submitted for review and approval. DISCUSSION: The mechanisms for implementation of the Local Coastal Plan must be submitted to the Coastal Commission in a certain format. These mechanisms will include the criteria that the City will use to evaluate project proposals including environmental evaluation, design review, and measures to assure the Coastal Commission that standards developed adhere to the guidelines of the State Coastal Act of 1976. The Coastal Commission has awarded the City of Chula Vista a grant of up to $28,154 for the preparation of an implementation program subject to the amendment of the contract with Sedway Cooke to include option 8. The City has until September 30, 1983, to comply with this requirement. If the City does not comply, the reservation of grant funds will be lost. Upon approval of the grant, funds expended by the City for the preparation of an implementation program will be reimbursed by the California Coastal Commission. Page 2, Item 5 Meeting Date 9/20/83 In addition to the implementation program, the consultant has requested compensation for services relative to the existing Land Use Plan agreement. The funds are requested mainly because of the delays and reworking of the Plan due to the Corps of Engineers/Caltrans Project. A subcommittee of the Redevelopment Agency consisting of Members Scott and McCandliss and Executive Secretary Desrochers reviewed the issue. As a result, a negotiated amount of $20,925 is being presented to the Council for approval . This amount will cover the consultant's expense through the Commission hearing set for mid-December in San Diego. A copy of the original agreement including the first amendment is attached (Exhibit A) for your review. FISCAL IMPACT: Funds to pay Sedway Cooke for the preparation of an implementation program have been requested from the Redevelopment Agency at their meeting of September 14, 1983. In accordance with the requirements of the California Coastal Commission, the Sedway Cooke contract is with the City of Chula Vista while the Redevelopment Agency is providing the funds to cover contract expenses. All of the $20,000 expended for the preparation of the implementation program will be reimbursed through the Coastal Commission Grant; an additional $8,000 is reimbursable from the same grant for a comparison/evaluation of the alternative plans. $41,000 of Agency funds have been appropriated for the implementation plan and for the additional compensation requested by the consultant.
