Improvements include construction of street paving, curb and gutter, and sidewalk. These improvements are along the school route for elementary school children. RECOMMENDATION: That the Council authorize the City Engineer to expand the scope of the project to include construction of a 12' driving lane on the north side of Allen School Lane between Allen School Road and Surrey Drive. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: A review of the project site prior to finalizing the construction plans for the improvement of Allen School Lane showed that the northerly half of the street is deteriorating rapidly and is failing in many places. The existing pavement appeared to be a thin layer of asphalt on the existing ground. Rather than spend several thousands of dollars to improve the southerly half of Allen School Lane and place a thin overlay on the deteriorating northerly half, we are recommending that a 12' wide portion of the northerly half of the street also be reconstructed at this time and a proper pavement section installed. The Director of Public Works also concurs with this recommendation. This is anticipated to increase the project cost approximately $7,000; however, we believe it is a necessary expense. Increasing the scope of the project will result in a 32-foot wide pavement which matches improvements to the east. The improvements will provide for parking along the south side of Allen School Lane and one travel lane in each direction. FISCAL IMPACT: There are not sufficient funds available for construction of the improvement of Allen School Lane in the current CIP program to construct the proposed expanded project. The current amount budgeted for construction and engineering expenses is $15,900. It is anticipated that the construction and Page 2, Item 7 Meeting Date 9/13/83 engineering expenses for the proposed project will be approximately $26,000. Staff will request an additional appropriation of funds after receipt of bids at the time contract is awarded by Council . This project is funded with LTF and Gas Tax funds.
