The work to be done consists of removal and construction of curbs, gutters, sidewalks, sidewalk ramps, pavement, portions of cross gutter segments, and other miscellaneous work. RECOMMENDATION: That Council 1 . Authorize the expenditure of $27,700 from Account No. 641-6410-EJB03 - Wheelchair Ramps. 2. Accept bids and award contract to Silver Strand Contractors - San Diego, in the amount of $16,311 .85. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: This project is one of three projects the City will be constructing utilizing the Emergency Jobs Bill funding. A second project "the Pavement Overlay of "C" Street from Broadway to Fourth Avenue and Broadway from "D" Street to "C" Street" is out to bid. The third project "Del Mar Avenue Storm Drain between "F" Street and Madrona Street" is currently being designed. Bids for this sidewalk ramp project were received from five contractors as follows: Contractor Bid Amount 1 . Silver Strand Contractors - San Diego $ 16,311 .85 2. Oliver Matthews Construction Co. - San Diego 19,923.65 3. Dyno Construction Inc. - San Diego 21 ,399.80 4. G. Spikes Masonry & Cement Contractor - San Diego 27,059.35 5. Sapper Construction Co. - San Diego 33,811 .75 Page 2, Item 9 Meeting Date 9/6/83 The low bid by Silver Strand Contractors was below the Engineer' s estimate of $21 ,731 by $5,419.15, or 25%. The contract is for the construction of 33 sidewalk ramps. However, if it appears sufficient money will remain in contingencies, staff proposes to increase the number of ramps constructed. This was provided for in the contract documents in that the City is allowed to increase the contract quantities without any changes in the bid prices. The Federal Department of Housing and Urban Development has approved the low bidder' s eligibility to participate in a Federally-financed Block Grant project. FINANCIAL STATEMENT: Adequate funds have been budgeted for the work to be performed. The following is a summary of the funding for this project: 1 . Funds Available from Account 641-6410-EJB03 - Wheelchair Ramps $27,700.00 2. Funds Required for Construction a. Contract Amount $16,311 .85 b. Engineering and Inspection 3,000.00* c. Funds for Additional Ramps 8,388.15* d. Total Funds Required to Construct Project $21,/00.00 *These amounts are estimates only. The exact figures will be determined at completion of the project and given to the Council at time of acceptance.
