OnMay 10, 1983, the City Council awarded a contract to Walt Clyne Construction, Inc. in
the amount of $60,546 to construct a restroom at Rienstra Sports Complex and Menzel Field.
RECOMMENDATION: That Council
Approve this resolution authorizing Change Order No. 1 .

DISCUSSION:
There are two parts to Change Order No. 1 . Painting of the restroom: When the painting
specifications were developed for the restroom, ordinary paint was specified for both the
exterior and interior. After the contract was awarded, staff of the Park and Recreation
Department witnessed a demonstration of graffiti removal from a structure that had been
painted with anti-graffiti paint. They concluded that with the ease the graffiti was
removed, the additional cost is justified as the buildings would not have to be painted
too often. The anti-graffiti paint is known by the trade name PK2 anti-graffiti coating.
Surfaces painted with PK2 are cleanable of anti-graffiti stains that include enamel and
lacquer sprays, felt tip pens, lipsticks, crayons, pencils and magic markers. The graffiti
can be removed very easily with a cleanser known as AAGT100 graffiti remover. PK2 meets the
requirement of the U.S. Department of Commerce, Commercial Standard ANSI A112.91 .1 . It is the
opinion of the Director of Parks and Recreation, and I concur, that with the application of
PK2, we would be able to maintain the park restrooms so that there would be a minimum of
graffiti for any period of time because of the ease of removing the graffiti .
Underground plumbing lines at Rienstra Sports Complex: The specification calls for the
plumbing lines to be connected to existing 4-inch lines at the Rienstra Sports Complex rest-
room. When the existing lines were uncovered, the lines were deteriorated and would not
hold the waste water. It is necessary to replace these lines in order to have a tight
sewage waste system.
FISCAL IMPACT:
Amount allowed for Painting Under the Original Contract $ 620,00
Cost of Anti-Graffiti Paint $4,806.00
Additional Cost for Anit-Graffiti Paint $4,186.00
Additional Cost for Underground Plumbing $1 ,844.00
Total Cost added to Contract $6,030.00
Funds are available in the 10% contigency for this priject.
