At the regular Council meeting of July 12, 1983, the City Council directed that previous reports regarding access to "L" Street from the 900 block of Mission Avenue be assembled for Council . The Council had requested this information in response to an oral communication from Mr. J. R. Norman. Attached are copies of the requested reports dating back to July 1978. Currently, the Traffic Engineering Division is planning to reevaluate "L" Street after the opening of East "H" Street from I-805 to Otay Lakes Road. RECOMMENDATION: That Council accept this report. DISCUSSION: The following is a chronological summary of reports or improvements on East "L" Street between Nacion Avenue and Monserate Avenue since July 1978. June 1982 City Council approved the transfer of funds from (GT-122) the traffic signal at East "L" Street/Melrose and Mission Avenues to (GT-141 ) East ""H" Street. This past weekend, East "H" Street was opened between Otay Lakes Road and I-805. It is anticipated that opening this new link in our highway network will result in a significant change in travel patterns within the City, particularly on Bonita Road, Telegraph Canyon Road, Otay Lakes Road and "H" Street west of 1-805. After the traffic pattern changes have had sufficient time to balance out, the Traffic Engineering Division will be reevaluating the traffic control alternatives discussed in the attached reports (i .e., traffic signal at Melrose Avenue and Mission Avenue, a raised median from Melrose Avenue to Nacion Avenue, etc. ) These studies will begin in approximately six months. FINANCIAL STATEMENT: The cost estimate for the traffic signal at "L" Street/Melrose Avenue and Mission Avenue is $122,000. The cost estimate for the raised median is $47,000. City Council referred this matter back to the Safety Commission after hearing the objections to the project from the resident at 207 East "L" Street. The attached report outlines the history of this project, reviews the accident and turning movement data and recommends that left-turn lanes be installed on East "L" Street between Monserate Avenue and Monterey Court. By installing the left-turn lanes and the necessary elimination of on-street parking, an average of eight accidents/year (1975-1978) could be eliminated. Staff realizes the inconvenience created by the loss of on-street parking in front of two residences , but believes it is a beneficial trade-off in order to significantly increase traffic safety on this arterial street. Similar left-turn storage areas installed on other arterial streets (Bonita Road and Fourth Avenue) in the past several years have substan- tially reduced the number of accidents occurring along those streets. The residents along East "L" Street who will be directly affected by this action have been notified by mail that City Council will consider this matter on July 18 , 1978. This action was intended to reduce the high number of accidents occurring in this area by providing storage areas for vehicles turning left at the seven intersections and into the six driveways along East "L" Street. The Safety Commission had endorsed staff' s recommendation by a 4-2 vote in January. After hearing the objection of Mel Vargas , 207 East "L" Street, to the loss of on-street parking in front of his residence (necessitated by the left-turn lane at Monserate Avenue) , the City Council voted to install left-turn lanes between Melrose Avenue and Nolan Way (see Fig. 1) and to refer this matter back to the Safety Commission for input. N The Safety Commission voted 5-2 to recommend that left-turn lanes be installed on East "L" Street between Monserate Avenue and Monterey Court at their meeting on June 28 , 1978 . RECOMMENDATION Install left-turn lanes on East "L" Street between Monserate Avenue and Monterey Court (see Fig. 2) . DISCUSSION On East "L" Street between Monserate and Nacion Avenues there are seven intersections (spaced approximately 250 feet apart) , and there is no storage for left-turning vehicles . This condition results in greater delays to through traffic and a higher accident rate than on other arterial streets which have provisions for left-turn storage. A summary of the accident data previously submitted and the accident history for the first four months in 1978 is presented: -2- i:///// (11P NUMBER OF ACCIDENTS OCCURRING ON EAST "L" STREET THAT ARE CORRECTABLE BY TWO-WAY LEFT-TURN LANES Between Monserate Between Monserate Ave. Ave. & Nacion Ave. & Monterey Court 1975 9 1976 7 15 .: 12 1977 8 7 1978 (4 months) 3 2 The above accidents were all rear-end collisions that involved vehicles on East "L" Street which had stopped in the center lane to make a left turn. There have also been a number of accidents involving left-turning vehicles which collided with opposing through traffic. The proposed left-turn lanes may not prevent this type of accident, but will give the left-turning vehicle an increased sense of security, and the driver may then choose better gaps in the opposing traffic in which to make his left turn. Time lapse photography and manual turning movement counts were taken and show that the intersections along East "L" Street which have the highest number of left turns are at Melrose and Monserate Avenues : NUMBER OF LEFT-TURNING VEHICTFS ON EAST "L" STREET 7:15-8:15 am 4:40-5:30 pm AT MELROSE AVENUE Eastbound - 18 Eastbound - 15 Westbound - 33 Westbound - 61 AT MONSERATE AVENUE Eastbound - 3 Eastbound - 14 Westbound - 10 Westbound - 68 The CALTRANS Traffic Manual recommends that left-turn lanes be provided at intersections when there are 50 or more vehicles turning left during the peak hour. The data collected shows that this condition is satisfied at both Melrose and Monserate Avenues. The City Council asked the Safety, Commission to consider left- turn Lanes on East "L" Street between Melrose Avenue and Nolan Way. This action would provide left-turn storage at Nolan Way, Mission Court , Monterey Court and Melrose Avenue. However , the data shows that most left turns are made at Melrose and at .! -3- Monserate Avenues. Staff is recommending that the left-turn lanes be installed on East "L" Street between Monserate Avenue and Monterey Court based on the following: 1. The vertical curve on East "L" Street east of Monterey Court creates a sight-distance problem. Left-turn lanes in this area could create an occasional head-on conflict between westbound vehicles turning onto Mission Avenue' or Monterey Court and eastbound vehicles which might use the left-turn lanes to gain access to the four dwellings on the north side of East "L" Street. 2. On East "L" Street west of Monserate Avenue there is heavy use of on-street parking (based on staff observations) . One probable reason for the high use of on-street parking in that area is that many adjacent dwelling units have single-car garages and narrow driveways and thus have severely limited off- street parking. 3. Due to the proximity of these two intersections and the length of transition necessary to provide left-turn lanes , excessive weaving for East "L" Street traffic would be eliminated (between Myra and Maria Avenues) if the two-way left-turn lane was provided between Monserate Avenue and Monterey Court. Besides having the opportunity to significantly reduce t .e number of accidents occurring on East "L" Street, an important consideration is the expected increase in traffic on this arterial street in the near future due to the developments approved or under construction on Telegraph Canyon Road east of I-805 (i. e. 329 single family units , 194 condominiums and a neighborhood shopping center) . This increase in traffic will worsen the existing accident problem on East "L" Street. (NOTE: Traffic volumes on East "L" Street in this area have increased from 9 , 800 ADT in 1975 to 20 , 300 ADT in 1978 . ) CONCLUSIONS 1. The provision of storage for left-turning vehicles will significantly reduce accidents and improve traffic flow on East L Street. This has been the experience at other locations where such facilities have recently been installed (e. g. Bonita Road between Street and Bonita Glen Drive , and Fourth Avenue between Roosevelt Street and "U" Street) . 2 . Based on the amount of left-turning traffic , CALTP.ANS warrants indicated it is advisable to provide left-turn lanes on East "L" Street at Melrose and Monserate Avenues . (NOTE : This action alone would eliminate parking in front of 207 East "L" Street. ) Due to the proximity of these intersections and the transitions necessary for left-turn lanes , traffic flow would be enhanced by left-turn lanes between Monserate Avenue and Mission Court. -4- 3. The loss of on-street parking necessitated by the left-turn lanes will create a minimal amount of inconvenience to the adjacent residents due to the low volume of on-street parking and the relatively few number of dwelling units which front on East "L" Street (two dwellings) .
