They have requested a 15-working day extension of time to their contract due to delays in commencing work beyond their control . RECOMMENDATION: That Council approve resolution granting a 15-working day i extension of time changing the completion date to September 23, 1983. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: ABC Construction Co. was awarded the contract for the construction of public improvements along Telegraph Canyon Road by City Council Resolution 11217 on April 26, 1983. The contract was executed on May 12, 1983. The contractor has requested a 15-working day extension of time for the completion of public improvements on Telegraph Canyon Road. The contract completion date is August 31, 1983. The extension of time, if approved, will extend the contract completion date to September 23, 1983. In accordance with contract requirements, ABC Construction Co. had to commence work no later than May 31 , 1983. The contract provided for 65 working days for completion. The Pacific Telephone Company, because of conflict with their underground conduits, had Hood Corporation relocate the underground service. Hood Corporation worked from June 7, 1983, to June 13, 1983. Because of the location of the work being performed by Hood Corporation, ABC Construction Co. was not able to commence their work. It was necessary for the City of Chula Vista to obtain right-of-way along Telegraph Canyon Road in order to construct this widening project. As a condition of a negotiated settlement between the City of Chula Vista and Mr. O'Brien, property owner, it became necessary for the City to provide dirt on Mr. O'Brien' s property for his future use. The City Attorney requested that our contractor provide the necessary fill dirt in accordance with the agreement. To accomplish this, the City of Chula Vista had to obtain from Mr. O'Brien written authorization for ABC Construction Co. to go on his Page 2, Item 14 Meeting Date 8/30/83 property to place required fill dirt. ABC Construction Co. agreed at no charge to place the f i l l dirt as requested. However, to place the f i l l dirt required clearing and grubbing of existing weed and foliage on the property. A change order was prepared between ABC Construction Co. and the City of Chula Vista for the extra cost. The change order was executed on June 20, 1983, resulting in a 15 working day delay.
