On December 21 , 1982, the Redevelopment Agency awarded a contract to C. E.
Wylie Construction Company in the amount of $2,468,000 to construct the Town
Centre Parking Structure. As a result of the bond issue to underwrite the
construction, the City Council took over the responsibility to oversee the
parking structure construction and subsequent use. Now the structure is being
built and there are several changes that are determined necessary to the
ultimate goal of a well-structured facility.
RECOMMENDATION: That Council approve the attached resolution approving
change orders 2, 3, 5, 6, 7 and 10 in the amount of $46,844.17.

DISCUSSION:
Change Order No. 2
In December 1982, two addendums were issued pertaining to the bid documents
for the parking structure. The addendums were published in response to
contractor' s questions regarding specified items or construction details. As
a result, several changes were made to the bid documents that caused an
increase in materials and installation costs, namely:
1 . Adding illuminated vehicle barriers (or bollards) at the $ 3,865.00
entrance to the service road; a Design Review Committee
recommendation that was added after the bid was accepted.
2. Installing a fire hydrant and water main as requested $12,392.00
by the Fire Marshal to comply with the Uniform Fire Code.
3. Add striping to the parking structure paving when completed. $ 311 .64
The striping will create additional parking spaces.
4. Add facing brick and pavers per the request of Design $11 ,993.00
Review Committee at the time of review of the parking
structure design concept.

5. Add monies for the subcontractor bond. The increase 272.53
in the contract automatically increases the contractor' s
bond amount, thereby increasing the premium to be paid.

Change Order No. 3
The architect/engineer with the concurrence of the Design Review Committee
suggested that additional brick be installed in the areas around an important
stairway entrance. This entrance is mid-way from the Marie Callender
Restaurant and the then proposed office/commercial site. At that time, it was
not known that the Seafood Broiler restaurant was going to be situated
nearby. $1,718
Change Order No. 5
The architect designed a drainage system for the elevator pit that was
intended to take ponded water at the bottom of the pit to the newly
constructed storm drain. The Daves Elevator Company, supplier of the
elevator, recommended that this drainage scheme be modified to avoid water
backing up into the pit; thus making the elavator motor inoperable.
Consequently, the architect and the elevator company suggested the purchase of
the necessary equipment to install and make fully operable a sump pump with
accompanying piping, values and fittings. $2,332
Change Order No. 6
The Fire Marshal has requested that a fire hose with a siamese connection be
made to the building standpipe system. This was determined to be a necessary
safety measure concurrent with Change Order No. 2 (fire hydrant) . $1 ,415
Change Order No. 7
As development plans unfold for the Focus Area, and specific land uses become
known, there is an ever-present need to provide as much parking as possible on
the parking structure site and in the structure itself. The City Engineering
Department, in cooperation with the consultant architect, has provided a
modified plan showing changes that the consultant engineer must do to increase
the number of surface parking areas around the periphery of the structure.
The parking count now stands at 676 spaces in the structure, plus 29 spaces
outside of the structure for a total of 705 spaces. Of this total , 211 are
compact car spaces.
The curbs, elevation and grades that will be placed in conjunction with the
paved entrances and streets have to be revised per City Engineer' s
requirements if the surface parking areas are to be expanded.
Also, the number of contractors on the site and surrounding construction sites
and the work they are doing has made it difficult to protect the construction
stakes precisely set into the ground by the consultant engineer' s survey
crews. These stakes are relied upon to place footings, columns and walls for
the structure. Hence, restaking had to occur several times. $9,240

Add pre-cast concrete 10-1/2 feet long aprons that are to be installed as part
of the stairway. These aprons were originally not thought to be essential to
the visual quality of the structure. However, as construction progressed, the
need for these pre-cast forms became evident. They serve the purpose of
integrating the stairway within the brick veneered radius walls. Further,
they conceal the iron and steel work that support the stairway and make the
stairs architecturally compatible with the structure. $3,305
Change Order No. 1 has been approved for $35,346 for the pedestrian bridge.
This was done by the Agency as Resolution No. 11123 when bid award was made
and the bond issue was authorized. Change Orders No. 4, 8, and 9 are each
less than $1,000 and were approved by the Director of Building and Housing per
Section 2-03 of the specifications.
FISCAL IMPACT: A contingency amount of $125,000 was set aside from the
Parking Structure Bond proceeds for the express purpose of funding changes
orders. The amount of these change orders is $46,844.17 leaving a balance of
$41,067.83 unexpended.
