ITEM TITLE: Resolution /23 s--2— Requesting CalTrans to include in its
Statewide planning program studies for the extension of SR-125
from the second border crossing to State Route 94

Approximately ten years ago, the Chula Vista City Council supported a motion
by the State to remove SR-125 south of SR-54 from the freeway and expressway

RECOMMENDATION: That Council approve the resolution requesting CalTrans to
include in its Statewide planning program studies for the extension of SR-125
between the second border crossing and SR-94.

DISCUSSION:
Since that motion remove the following has occurred: and expressway system

6. The City of Chula Vista had conducted a preliminary traffic study as part
of the EastLake study and is currently, in conjunction with SANDAG,
restudying the traffic circulation needs of the entire City for future
growth.

7. The County of San Diego on June 14, 1983, adopted a resolution requesting
that CalTrans study SR-125 as well as improving truck access at the second
border crossing.
8. The City of San Diego staff is currently preparing an item for their
Council with a similar request.
9. The Federal government has approved a 5¢ tax increase providing additional
funds to both the Federal Highways and State Highways system with little
or no monies for local governments. Therefore, staff believes it's
appropriate to get a request in early to study this route in order to get
in line, should funds become available.
10. Chula Vista, because of its topography and the general east-west nature of
its canyons, has very limited north-south circulation movements in the
eastern part of the City which further concentrates the north-south
movements to a very few roads. This will create the need for a high level
highway system in order to handle the north-south movement.
11 . It is believed that with the second border crossing, traffic volumes in
the north/south direction will be high, not only because of the traffic
generated within the eastern area, but also because of the through traffic
between the second border crossing and eastern parts of San Diego County.
Due to the above items and the fact that the County of San Diego has already
adopted a resolution and the City of San Diego is considering a similar
resolution, staff recommends that Council approve the resolution.
