Resolution 1133, Approving the proposed "EastLake I Reorganization" SUBMITTED BY: Director of Planning $2. (4/5ths Vote: Yes No x ) REVIEWED BY: City Manager, The subject reorganization proposal was approved by LAFCO on July 11 , 1983. Pursuant to the Government Code and LAFCO's resolution, the City Council at their meeting of July 19, 1983, adopted Resolution No. 11329 initiating reorganization proceedings and setting a public hearing for August 16, 1983, to consider the proposed "EastLake I Reorganization." The proposal involves annexation of 1 ,268 acres of uninhabited territory to the City of Chula Vista and concurrent detachment from the San Diego County Flood Control District-Zones 3 and 4. The proposal area is depicted on Exhibit A of the report. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. RECOMMENDATION: That Council adopt a resolution approving the proposed "Eastlake I Reorganization" involving annexation of 1 ,268 acres of uninhabited territory to the City of Chula Vista and concurrent detachment from the San Diego County Flood Control District - Zones 3 and 4. DISCUSSION: Existing and Proposed Land Use The subject property is generally located north and east of Otay Lakes Road, south of East "H" Street (extended), and is contiguous with the City's boundary at the existing "College Estates Subdivision" and the recently approved "Bonita Long Canyon Estates Project" . The subject 1 ,268 acres is currently vacant land which was previously utilized for dry-farmed barley production. The territory is traversed by Otay Lakes Road (improved to two lanes) , Janal Ranch Road and Proctor Valley Road (unimproved). The proponent of the EastLake I project proposes to develop the lands in question as a planned community development, consisting of a maximum of 3,683 dwelling units housing approximately 9,500 people, a 145-acre employment park, Page 2, Item 4, 4a Meeting Date 8/16/83 34 acres of commercial/office development, 290 acres of permanent open space, and 166 acres for public facilities such as schools and road improvements. It is anticipated that development will commence in 1985 and will be phased over a five-year period. Environmental Review The Environmental Impact Report (EIR-8l-3) for the original EastLake Planned Community Development (consisting of 3,073 acres of territory) was prepared in accordance with the California Environmental Quality Act (CEQA) , the State CEQA Guidelines, and the Environmental Review Procedures of the City of Chula Vista. Subsequent to the applicant's submittal of a plan which reduced the scope of the original Eastlake project from 3,073 acres to 1 ,268 acres (EastLake I, subject of the instant reorganization proposal) the Environmental Review Committee conducted a public hearing to determine the necessity for a supplemental EIR on the EastLake I project. Following said hearing, the Environmental Review Committee adopted Resolution No. ERC-83-1 , finding that no subsequent or supplemental EIR need: be prepared. On August 24, 1982, the City Council adopted Resolution No. 10995 certifying the Final Master EIR-81-3 -- EastLake Planned Community Development -- as complete and adequate in that it addressed all environmental effects of the proposed EastLake General Plan Amendment approving the EastLake Policy Plan, as well as the EastLake I prezoning to a Planned Community designation. General Plan/Prezoning The EastLake I territory is currently within the County's Otay Subregional Planning Area with a land use designation of intensive agriculture and very low density residential (1 du/2, 4, 8 acre) . The County has applied the S-87 (limited control ) zone to the subject property. On August 24, 1982, the City Council adopted Resolution No. 10996 and thereby amended the Land Use Element of the Chula Vista General Plan for the proposed EastLake Planned Community Development project. The subject General Plan Amendment designated 1,268 acres of land "EastLake I" (area proposed for annexation to the City) , and approximately 1 ,800 acres "Future Urban," for a total 3,073 acres. In conjunction with the subject amendment, Council adopted the EastLake Policy Plan which governs the development of the "Future Urban" sector of the EastLake project, and establishes the Planned Community District Regulations for the EastLake I reorganization area. At its meeting of September 7, 1982, Council adopted Ordinance No. 2002 prezoning the territory designated as "EastLake I" to P-C (Planned Community Zone) in conformance with the General Plan. 0 1133 Page 3, Item 4, 4a Meeting Date 8/16/83 Municipal Services Delivery The provision of municipal level services to the proposal area, such as police and fire protection, water, sewer, and flood control service, will be in accordance with the requirements specified in the adopted Planned Community District Regulations for EastLake I. FISCAL IMPACT: The City will receive property tax revenue from the proposal area based on the Master Property Tax Exchange Agreement currently in effect between the City of Chula Vista and the County of San Diego.
