CITY COUNCIL AGENDA STATEMENT I tem l' Meeting Date --12J-- ITEM TITLE: Ordinance A041/ Establishing speed limits on Otay Lakes Road from Camino del Cerro Grande to 1 ,000 feet south of Camino Elevado SEa©ND READING AND ADOPTION SUBMITTED BY: City Engineer , `vV (4/5ths Vote: Yes No x ) REVIEWED BY: City Manager In response to a request from the Police Department, the Traffic Engineering Division reviewed the roadway conditions and accident records on this segment of Otay Lakes Road and posted the speed limit outlined below. This speed limit has been in effect and functioning as intended for eight months. RECOMMENDATION: That the City Council establish a speed limit of 40 mph for northbound Otay Lakes Road from Camino del Cerro Grande to a point 1 ,000 feet south of Camino Elevado. BOARDS/COMMISSIONS RECOMMENDATION: On June 9, 1983, the Safety Commission voted 4-0 to recommend this trial speed limit to be made permanent. DISCUSSION: Otay Lakes Road between Camino del Cerro Grande and Camino Elevado is a four-lane arterial with a painted median that carries approximately 17,900 vehicles per day. This change will extend the existing 40 mph speed limit for northbound traffic to include the curve north of Camino del Cerro Grande. The maximum recommended speed for this curve is 40 mph (for northbound traffic) . The curve has a curve warning and an advisory 40 mph speed sign. Page 2, Item 43- // Meeting Date 7/12/03- 7-/9-f3 The 85th percentile for northbound traffic on this segment of Otay Lakes Road before the speed reduction was 48 mph. The 85th percentile after was 46 mph. Though the travel speed didn't change significantly, the speed reduction is justified because the maximum recommended speed northbound through the curve north of Camino del Cerro Grande is 40 mph. The maximum recommended or advisory speed was determined using a nationally accepted test with a vehicle equipped with a ball-bank indicator. In two years prior to this speed change, there were seven accidents on this segment of Otay Lakes Road, six involved excessive speed for northbound vehicles. The seven accidents accounted for 14 injuries and four fatalities. This is a high accident rate for a divided four-lane arterial with limited access. In the nine months since the speed there have been two accidents on this segment. FINANCIAL STATEMENT: Not applicable. FISCAL IMPACT: Not applicable.
